Storm brewing over fudging adhoc employees status


IMPHAL, Jan 6: Following detection of  cases, where the services of adhoc appointees have been regularised in line with various office memoranda issued by the Department of Personnel while on the other hand, some adhoc services have also been linked up as qualifying services for the purposes of pension benefit, the Government has constituted a committee under the chairmanship of MAHUD/Revenue Commissioner S Sunderlal Singh to investigate the matter.

According to a highly placed source, the committee is to ascertain the circumstances under which adhoc services were regularized and the past adhoc services were considered for pension benefits.


Under Secretary, Department of Personnel KC Laishram has issued an order in this connection on December 27, 2010.

The terms of reference of the investigation  include ascertaining whether the regularisation of adhoc services has been made under various office memoranda of Department of Personnel in a proper manner and to recommend remedial measures for correction of errors, if any and to ascertain whether linking of past adhoc services for pension purpose as provided under Department of Personnel’s office memoranda no. 23/15/90-DP (PT) dated 05/07/2003 has been done strictly as provided under the said office memoranda and to recommend remedial measures for correction of errors, if any.

The order of the Under Secretary stated that it has been brought to the notice of the Government that there have been some cases where the services of adhoc appointees have been regularised in pursuance of various office memoranda of the Department of Personnel such as No. 3/2/85-DP(1) dated 31/05/1986, No. 12/13/92-AQ/DP (Pt) dated 9/10/1992, No. 14/1/94-Adhoc/DP dated 22/08/1994,

No. 23/15/90-DP (Pt) dated 5/07/2003, etc and in some cases the adhoc services have also been linked up as qualifying services for the purposes of pension benefits.

Citing some specific cases, order pointed out that the adhoc services of one M Mema Devi and that of one W Bijoya Devi, both lecturers of DM College of Teachers Education were regularised with effect from 24/05/1986 under DP’s OM No. 3/2/85-DP (1) dated 31/05/1986. The past adhoc services with effect from 11/10/1972 to 24/05/1986 in respect of Mema and from 29/09/1973 to 31/03/1980 in respect of Bijoya were also linked up for the purpose of pension benefit.
