I do not know what kind of reply our CM Ibobi Singh gave you when you asked him the question - what is the harm in giving AA (Alternative Arrangement) to Nagas of Manipur? - in your meeting with him recently in New Delhi (TSE Oct 20, 2012).
I hope, in the interest of our state, our people, our future, it was a sharp, robust reply, given clearly and forcefully, leaving you in no doubt about the righteousness of our position and our firm resolve to do everything in our power to protect, defend and safeguard the territorial integrity of our state. In his place I would have ticked you off, nice and good, so you would know better than raising this unacceptable question ever again.
Sir, let’s be clear right at the beginning about one basic point: Manipur is not up for grab whether by way of Greater Nagalim or via AA. Period.
Now, coming to the question you asked our CM, it was not a question really, it was more of an affinnative statement made by you in support of Nag a’s demand for AA. It was clearly a pressure tactics adopted by you to make him yield willy - nilly to the idea of AA. Before making such an uninformed and simplistic statement, one would have expected the home minister of the country to first study and acquaint himself with the history, culture and civilization of Manipur, not to forget its ethnic composition, its myriad problems, issues and concerns confronting the state today. By the way, since you would be dealing with Manipur for quite sometime to come as the union home minister, I would urge you to get yourself some decent books on Manipur’s history preferably Professor Jyotirmor Roy’s History of Manipur published in 1958 so you would know what Manipur is all about.
First and foremost, did you know that in its history of nearly 2 millenia as an independent Kingdom, Manipur’s boundry with its neighbours remained the same all these last hundreds and hundreds of years. It was only with Burma on the east that its boundry/border underwent some changes now and then due to the fortunes of war with that country.
Even the treaty of Yandabo signed by the Burmese with the British in Feb. 1826 did not significantly alter the border/boundary of Manipur with Burma. The one border dispute that arose later between the two countries was adjudicated by Capt. Pemberton. Under that treaty, Burma was made to withdraw from Manipur which it had then been occupying. The Ahom kingdom of Assam which had ruled Assam from 1283 lost its independence as a result of the treaty and came under the British since then.
Some 50 years after Yandabo, the British came and occupied Naga territory in 1877 after the battle of Khonoma. They named the Naga country Naga Hills. At that time too or at any other time during their Administratinn the British did not touch or change the boundary of Manipur its newly created neighbour. Before the arrival of the British in their hills in the last quarter of the 19th century there had been no political or geographical entity called Naga Hills or Nagaland whereas Manipur had long existed as an independent kingdom since antiquity with clearly defined boundary with its neighbours. Because our borders had been so well-established, unlike other states in the Union, we have had no border dispute with any of our neighbours.
If the AA envisaged by the United Naga Council of Manipur which you seem to support is a move to disturb the territorial unity of Manipur, if that is indeed the intention behind AA, please think over it carefully otherwise Manipur will definitely burn again as it did in June 2001. Why then, pray, disturb the peace and harmony of our peaceful co-existence as one big family with incredible diversity?
Before I conclude my reply, permit me also to ask you some questions:
If you think there is no harm in giving AA to the Nagas of Manipur, will you also ask the union cabinet, what is the harm in giving Telangana to Telangana Rajya Samiti or a separate state of Gorkhaland to Gorkha Jan Mukti Morcha?
Will you also tell CM Mukul Sangma of Meghalaya, what is the harm in handing over Langpieh and the neighbouring villages claimed by Assam to it?
Finally, can you tell the CM and the people of Karnataka, what is the harm in handing over Belguam and the adjoining areas claimed by Maharashtra to the latter as per the recommendations of the Mahajan Commission which had submitted its report more than 50 years ago? You wouldn’t dare because there would be war between Karnataka and Maharashtra if you so much as uttered a word or threw a hint to this effect! So, that is how it is! But in the case of our state, perhaps, you think Manipur is a soft target and can be bullied into doing your bidding! Better not try it!

It's a shameful letter. If Ibobi answers in this way to Mr Shinde, that will be very good for the purpose of AA. GoI knows very well that Nagas are living in Nagas' land and claim no one's land, and there should be some kind of Arrangement based on the Unique History of Nagas. Indian govt can't keep Nagas at the mercy of neighbours.
