It appears that a resolution to the decades-old Naga conflict is not far off if one takes into consideration the statements of the National Socialist Council of Nagalim led by Isak Chisi Swu and Thuingaleng Muivah—NSCN (IM)—in recent months. In October, this armed group organized a people’s consultative meeting at its headquarters, Camp Hebron, which was attended by top-ranking leaders as well as by members of Naga civil society. After this meeting, the group issued a statement to the effect that almost all present at the meeting backed the leadership’s efforts to find an honourable solution through the ongoing peace negotiations with the Indian government.
On the Indian government’s side, Union Home Minister Sushil Kumar Shinde was even more categorical; he has hinted that a solution is most likely by March 2013. The other significant development in this regard is the commitment reiterated by the representatives of the Joint Legislators’ Forum of the Nagaland Assembly led by Nagaland Chief Minister Neiphiu Rio that they support an ‘interim solution’ and are ready to resign from their present positions in order to facilitate a final resolution to the Naga conflict by March 2013.
What could count as a feasible resolution package in this context? For one, it should not threaten the present territorial boundaries of the states of Assam, Manipur and Arunachal Pradesh. As is well known, the NSCN (IM)’s Greater Nagalim demand is based on the territorial unification of all Naga inhabited areas in Nagaland, Assam, Manipur and Arunachal Pradesh. These include: Manipur’s four hill districts of Churachandpur, Senapati, Tamenglong and Ukhrul; Assam’s Dima Hasau and Karbi Anglong districts; and Arunachal Pradesh’s Tirap and Changlang districts. Hence, any resolution based on territorial changes will not be acceptable to these states as was demonstrated by the violent protests in Manipur in 2001.
However, what will work is a non-territorial resolution and this is what the Union Home Minister appears to be hinting at. That would mean greater autonomy for the Naga inhabited areas in these other states. This would encompass separate budget allocations for the Naga inhabited areas with regard to their culture and development issues. For it to be practically feasible, a new body should be constituted that would look after the rights of the Nagas in the other northeastern states besides Nagaland.
This is a resolution framework that is worth considering by the other states, especially Manipur as it would enable it to maintain its territorial status quo while only giving up developmental privileges in its Naga inhabited areas to a new Naga non-territorial body. This arrangement should serve Manipur well as, under the present circumstances, the ethnic divide and distrust between the Meiteis and the Nagas is so immense that most Nagas residing in Manipur believe that they are discriminated against when it comes to development packages by the Meitei dominated Manipur state assembly. It would also mean that Manipur can then concentrate on the development of its other ethnic minorities and not have to constantly worry about Naga dis-satisfaction.
A non-territorial resolution framework also favours the Nagas as their other core demands such as recognition of their “unique history” and culture, Naga leverage over deciding the development path for the Naga inhabited areas in the Northeast, etc. will all be met through greater autonomy based on a non-territorial resolution package. This is an optimal gain for all affected parties under the present circumstances. For the India government too, it would result in recognizing the Naga’s “unique” history and culture within the territorial integrity and sovereignty framework of the Indian Constitution.
The fact that such a non-territorial resolution package is gaining popularity in Nagaland can be discerned from the fact that Chief Minister Neiphiu Rio along with all 60 Nagaland State Assembly Members including the MLAs of the Opposition parties is in support of such a framework. Being politicians, none of these MLAs would have so openly supported such a framework had there been no support for it in Naga society. It also means that a resolution to the Naga conflict would increase their chances of winning in the Nagaland state assembly election scheduled for March 2013. This is indeed a positive sign and an opportune moment.
The next round of talks scheduled for mid-November 2012 between the NSCN (IM) and the Union government is therefore critical. Muivah and Swu have visibly consulted almost all significant Naga civil society actors like the Naga Hoho and the United Naga Council. The only other tricky issue that needs to be grappled with is factionalism among Naga militant groups, especially the violent differences between the NSCN (IM) and the National Socialist Council of Nagaland led by S.S. Khaplang. There were recent demands from districts like Mon, Tuensang, Longleng and Kiphire inhabited by Naga tribes like the Konyaks, Changs, Sangtams, Yumchungers, Khianmungans, etc. (nearly 500,000 people) in Nagaland for a separate “frontier Nagaland or Eastern Nagaland” under the aegis of the Eastern Nagaland Public Organization (ENPO). To be noted is the fact that these districts are also dominated by the rival NSCN (K) faction. Both rival factions continue to violently clash especially in two districts of Arunachal Pradesh—Tirap and Changlang. Hence, while a resolution package between the NSCN (IM) and the Indian government will resolve the decades-old animosities between the Nagas and Meiteis especially if the ethos of the resolution is non-territorial, a final resolution package must have the consent of the NSCN (K) as well. Only then will the Naga inhabited areas in Northeast India witness real peace after decades of violence.
Nevertheless, a non-territorial resolution for one of the oldest armed ethnic conflicts in the Northeast will offer a way forward to resolving many other ethnic conflicts such as those involving the Kukis, Meiteis, Bodos, Dimasas, Hmars, and Karbis. The recent Bodo violence in Assam against immigrant minority communities only broadcasted the dangers of an ethnically slanted territorial council which failed to safeguard the physical security of minorities in Bodo inhabited areas. In that light, a non-territorial resolution framework is perhaps the only feasible outcome to the multiple ethnically slanted conflicts in Northeast India.

The author is trying to reduce the armed conflicts in the North East India into some sort of inter ethnic conflicts. It is an one sided and insincere observation. There is another very important side to the story. Almost all the armed conflicts in the N.E. originates with the disaffection of the treatments meted out to the region by the power entity called India alleging India for forcible merging of the region without proper consent . This article is realistic and practically acceptable by all communities. There is hope for solution when people try to understand each other. For the sake of peace and equal development in all the regions, Meiteis too should stop trying to simply dismiss the unmistakable fact of more 7 decades of Naga Political struggle. Nagas will not be stopped in this way. It will simply create bigger problems. Let's stop trying to step on other's head. Let's live in peace by understanding and knowing each other. You can't decide someone's future based on your history alone.
The best part is the concern for peace. The worst part is the oversimplification and lack of in depth analysis. I won't be surprised if she suggests giving away kashmir to pakistan to solve the indo pak issues. We all know that more than 7 decades of Naga Political movement is not a movement of a few people. After decades of attempt to suppress it, GoI was finally left with no choice but to accept the simple reality and recognise the movement as a rightful political movement. But Meiteis, without any second thought, are still trying to simply brush aside this movement by claiming that this is a few people's movement. The Unique History of Naga which is now well recognized by the world can't be simply dismissed by Meiteis. It will be done so only at the cost of peace and prosperity. Meiteis have long been looking down the hill people, and their history, culture and traditional life were never respected from the beginning till today. I would say that it's the right time for Meiteis to embrace the fact and come down to the realities. Time has changed. Humbling down before the standing fact is the need of the hour. Peace, co-operation and respect among all communities will bring better life for all. Hegemonic rule of Meiteis totally hindered the development in all the hill areas of Manipur. It should be brought to an end at the earliest possible.

We all know that the Naga movement is an utopian ideology since its birth. But the creaky wheel will get something. The Indian Govt is just waiting to put the grease at the right time. So at the end Muiva may be the head of the hill autonomous council nothing more than that. Their demand has been so compromised now that I feel these OLD GENTLEMEN should be given something. But I really doubt whether they will get anything substantial, time is not on their side and the meities, and K faction won't let it go easily. For the meiteis NSCN(IM) solution is not a solution for all, its just another headache.
hello namrata goswami, package ? what kind of it? do u mean package of money? if so it needs first development of human resources. without of which we can't expect of much opporturnities from it. and secondly if it is beyond the state' administration to exercise monitoring measure it is likely to give them more autonomy which may not be a true resolution at the conflict.so we wait a true finale resolution from the goi which must not be on communal lines in the north east.otherwise it will be doubt of positive answer.

Whatever is the Naga political solution, Meitei should remain in peace. Once Meiteis remove their jealousy, sense of insecurity, hatredness and greediness from their mind, they will have nothing to worry about Naga. Naga political solution is not going to disturb Meiteis anyhow. Nagas love and respect Meiteis as a good neighbour. Meiteis should not treat Nagas as if they can keep Nagas under their total control forever. Everything in the world changes. Change is inevitable. It's only a matter of time. The conclusion of the Naga political solution from the article of Namrat Goswami is almost same as Waikhom Damodar Singh. W Damodar Singh being a person of Manipur know better than Namrat about the in and out of North east while analyzing the chronology of the weakening Naga political movement since 1950 on the back ground of the existing political dynamic of North East. The literature available in the present National Institute of Defense Studies are almost ill equipped and researchers are doing research for the sake of research without knowing or varying the writing of previous researchers which are already written in spurious forms. Namrata while writing on four districts of Manipur, she unknowingly include Churchandpur in place of Chandel. She even don't know the ethnic compositions of Manipur. She write for Manipur without in touch with the ethos and sentiments of each ethnic groups. The disintegration of the non existence Naga nation over the last 15 years since IM started ceasefire talk. The ethnic aspiration of Zeliangrong, Komren, ENPOs, Khobu Maring separate identity, the strong priority been given to each tribe other than Naga as a nation without any similarity except GoI constitutional precognition of some tribes as Naga, the shambling Naga political movement that has been losing its ground over the years has not be properly mentioned in the analysis. In the case of Dimasa Hisao, the Dimasa Kachari are the owner of the district. Even the other migrant tribes could be evicted by DHD if the so claim Naga demand land from Dimasa Hisao. Even the demand of Dimasa for Dimapur is more legitimate than Naga claim of greater Nagaland. In the case of Tirap and Changlang districts of AP, the identity of tribes being Naga is not clear. Even it is recognized as Naga or other separate entity, the more is the legitimacy of divorce of Eastern Nagaland from Nagaland. Because of its losing ground of so call Naga over the years, many fractions who are half hearted and tired of revolution are trying to come to negotiation as earliest as possible as do in Shillong Accords of 1975. Even Muivah acknowledge the impractical proposition of Naga territorial integration in the light of many strong objection from strong civil societies and governments. The last solution of formation of development council of Naga under one ministry is also good for North east; it is final solution for destabilization of Naga Nation formed under Phizo since 1950. And council will be dissolved after operating one or two years because it is formation of greedy and traitors self proclaimed leaders. Let us see how Naga disintegrate and return to their respective state mainstream.
