As realities and cognition across Manipur’s borders are uncertain there is an urgent need for boundary perceptions at the fag end of this year of 2012. Even within the same population there are substantial differences in beliefs. The process by which one state estimates another’s intentions is now undergoing transformation.
As boundary changes are uncertain let’s build a smarter Manipur. As a school boy I learnt a few Sanskrit slokas. One of them is “kanth keno kanth kang” meaning - if you have a thorn [in your foot] you need another thorn to take it out. Also Newton’s third law of motion: every action has an equal and opposite reaction. If you put a cup of tea on a table it does not fall through as the table is exerting an equal and opposite pressure.
One has to take pole position for dividends. The Manipuri public needs judicial and political decision-making. Gone from the present day is the belief that interstate relations are exclusively the province of the elite. A popularisation of interstate relations has occurred that was unanticipated a few decades ago. In Manipur, the United Naga Council is such a public body that is anticipating such a boundary change.
While to protect the international boundary of Manipur is the responsibility of the Central Government, the protection of the interststate boundary is the responsibility of the Manipur Government. Therefore, “the people of Manipur” are obligated to pass on their opinion to the incumbent Government of Manipur and the Central Government.
It is necessary here to qualify “the people of Manipur”. The people of Manipur are those who love and want to live in Manipur. Manipur is not Meiteilam (Meiteiland). It is for all those who feel themselves Manipuris, including the Nepalese and the Mayangs. Those who are not will soon become apparent and history will be a witness. The so called four Naga-inhabited districts of Manipur have many Nagas and non-Nagas who love and want to live in Manipur.
Though the interstate boundaries in India are mostly well-defined there are a few that are not so well-defined and are disputed.
Such a dispute is currently running between Assam and Nagaland. One Boundary Commission was constituted for demarcating the boundary between Assam and Nagaland under Shri K.V.K. Sundaram in 1971. The learned Commission after mature deliberations and detailed study of historical records upheld Assam’s claims, which were rejected by the State Government of Nagaland. At present the Hon’ble Supreme Court is hearing the boundary dispute between Assam and Nagaland.
There has been boundary dispute between Manipur and the Naga Hill district for ages. As the hill areas of the Naga Hill District over which Manipur had territorial jurisdiction was vague and ill-defined, a boundary line between Manipur and Naga Hills was drawn in 1872, but there was no clear main line of division (Sema: 1986, Boundary Dispute-1872, Records and Indices, Nagaland State Archives).
I have cited a couple of legal documents, not for their contents but for the fact that the boundary issue between Manipur and Nagaland exists, unresolved as yet.
The Nagaland-Manipur boundary issue is comparatively simple while the dispute for the return of Kabaw Valley is complicated in view of the fact that it was “gifted” by India to Burma. When something is given to someone as a gift there is very little one can do if the other party is unwilling to give it back.
In the case of Manipur versus Naga Hill District, now Nagaland, the village district of Kohima was taken from Chandrakriti Maharaja under duress by the British. After the Anglo-Manipuri War of 1891 Manipur’s northern boundary as Mao-Maram was simply demarcated by the British administration of Manipur. When the British left in 1947 nothing was done to redemarcate Manipur’s northern boundary.
While there is a border dispute between Manipur and Nagalnad, both states should agree to resolve their territorial and jurisdictional disputes by peaceful means, without resorting to threat or use of force, through friendly consultations and negotiations.
Rather than they claiming Manipur’s territory to which they have no right, Manipuris should be claiming our territory to which we have a legitimate right in view of the cryptic musings and strange interludes of the Government of India, while inviting the people of Manipur to act rational all the time.
In building a smarter Manipur with the district of Kohima joined to Senapati, Ukhrul and Tamenglong districts there will be a large Naga District in Manipur that will be autonomous. As Mr Muivah is a Tangkhul, he is unlikely to be very welcome to Nagaland without the homecoming present of a sovereign Nagaland or Greater Nagalim, though it might be an ‘Associate State’ under the Indian Constitution, a space could be created there for him.
Internally, in Manipur, people should not rely solely on the Chief Minister Ibobi in spite of his excellent credentials and good track record, to negotiate on our behalf. Once bitten twice shy should be the compelling reason why he should take a mandate from the public to persuade the Government of India that Manipuris are against the flagrant violation of Manipur’ territory.
Chandrakriti and Bodhchandra had their elbows twisted for Manipur to be in this situation - uncertain whether the state of Manipur will ever be wiped off. We must learn from the mistakes of the past. With animosity to no one, it is a matter of survival of the fittest. We must approach this generational hurdle with a mixture of sadness and finger-crossing triumph.
Manipur as it is, was considered by the neo-Dominion of India too small to exist as a state and was going to be merged with Assam. Manipur without the four districts and any resources will just be a paper tiger, caput, persona non grata. Manipuris eat and drink a little bit of India everyday. We need permission from India even to breathe.
Manipur by any other name will stay next to Burma as India’s buffer zone, in case of a war with Burma with or without the Chinese. The British kept Afghanistan as a buffer zone to protect British India against Russia. To protect Delhi, all the four invading forces from Afghanistan were met and fought at Panipat in the present Haryana. Whether the Manipuris cease to exist is not paramount for India.
As Homer’s Iliad says doing something honourable is always brave. Agreeing with Homer, there is nothing worse than letting people control our lives; nothing is worse than being on a project and not being able to have a voice.
Having searched the ruins for trapped doors, and amid the ruins the people of Manipur could do better in looking after the integrity of Manipur than those in 1874 (Chandrakriti) and 1947 (Bodhchandra). From two bereavements we do not want to end up feeling as if the ground had been pulled out from under our feet.
Refusing to face realities and take cognizance that something, which could be dangerous to all us are both wildly autonomous and utterly powerless trenchant comedy.
Nobody knows what is meant by an “Alternative Arrangement” as demanded by the United Naga Council. It seems to me it is like an arrangement in a divorce settlement where the divorcing wife says to the husband that she will stay in the marital home and share certain facilities like the toilets and kitchen, but she will be free to do what she wants with the new man in her life.
The zeitgeist (spirit of the time) is problematic with a divisive and fragmented society, but the dominant school of thought should be a clear peaceful public declaration of our intentions that neither an alternative arrangement nor a partition of Manipur is an option. This is our democratic right - a freedom of speech and a freedom of choice.
This manifesto is an act of seeking, receiving and imparting information of all kinds that is recognised as a human right under Article 19 of the Universal Declaration of Human Rights and recognised in international human rights law though it may be subject to certain restrictions, such as protection of national security or Public Disorder.
As we are the people of the hour, let’s be succinct in doing something about the present challenges and opportunities facing Manipur despite the internal ruptures, rebellions and pathologies, rather than waiting restlessly for the brutal outcome of the Indo-Naga talks, so it can scour us more deeply.
We should try to have a forum at which the Meiteis have face to face talks with the Nagas for all times’ sake, to thrash out any grievances from both sides. I am sure there are so many things that can be aired out and resolved so that we can live in harmony forever as Manipuris.
Conscious that a statement is expected soon about the Indo-Naga talks, and speaking gravely about Manipur’s diplomacy, the motto of the people of Manipur should be - “There will always be a Manipur - undivided” at moments like this.
Let me end this article with another Sanskrit verse: janani janmabhumisa swargadapi gariyasi - mother and motherland are higher than heaven.

The policy and method of India’s forceful rule over the smaller nations is exactly practiced by Meiteis at present. Until merger of 1949, Meiteis were never ruled by Indian at any point of time but Indian applied forces and manipulated few Meitei key persons and opportunists and thrusted their power in the hearts of all the Meiteis of Kangleipak. In the same way, the hill people either Naga or Kuki or any other tribe never recognized Meitei’s rule over the hills at any point of time. They were, in fact, nothing more than neighbours before the GoI created Manipur state. Naga UG started fighting for freedom before British reign was over and Meitei UGs followed up in 1964 with the help of Naga UGs and they were/are fighting separately for the sovereignty of Kangleipak and Nagaland. They never fought together for Kangleipak or Manipur at any point of time. Meitei UGs never even thought of making their goal as one with Naga UGs for Kangleipak freedom.Their goals were never the same at all times. But now taking the advantage of GoI’s help and India’s forceful rule over the Nagas and the hill people, Meitei govt, civil orgs, UGs and others vehemently started apposing Naga National movement with the help of Indian govt forces, and manipulated some tribal opportunists, empowered them and make them speak Meiteis’ heart on behalf of Meiteis thereby dividing the hill people into two groups viz Meitei controlled hill people and supporters of patriotic leaders. In fact, those Meitei controlled people also want the hill people have their own administration apart from Meitei but because of their helplessness or love of money and power, they can’t displeased their Meitei temporary benefactors and they can’t utter their people’s interest if it is not in the interest of Meiteis.

Everything about the hill people is handled by Meiteis from imphal. Nothing is allowed to be done in the hill areas without the authority of Meiteis. Tribal leaders’ movements are kept under strict vigilance. Without the consent of Meiteis, tribal leaders are not even allowed to exercise freedom of movement. As long as the puppets from the hill people are under their control, they can manipulate everything according to their will and interest in all the affairs of the hill people. The difference between Indian and Meiteis’ forceful rule is Meiteis are more divisive, aggressive, manipulative, sadistic and selfish than Indian. But Indian are much more powerful, cleverer and advanced, and without the help of GoI, Meiteis’ opposition against the hill people’s movement or Meitei’s hegemonic rule will not last even a month. In the name of Manipur Integrity, Meiteis have done a great havoc in Manipur. Rights of the hill people are continuously and haughtily denied by Meiteis. The powerful and influencial GoI is now made to realise that forceful rule brings shame and will not give peace a chance, and now they are willing to understand those struggling/oppressed people through dialogue. But Meiteis called it as ‘divide and rule’ policy, and straight forwardly continuing to try to destroy the hill people’s movement and wholeheartedly supported UNLF and other UGs’ Meitei sovereignty movement. The recent demonstration of competitive eageness by Nagaland CM N. Rio & Nagaland legislator to support the " peace" puportedly being cook between Delhi & IM were nothing but drama. In a political two steps Union HM SK Shinde has assured the Nagas of a " peace" gift before the election early next yrs. The Nagas public however is all too familiar with this periodic show. They know that peace is a distant dreams - not inherently distant but bcoz Delhi, by design or default, makes it so. They knows that by ignorring the crucial stake holder & pampering a set of gun- tottering men who have little resonance with with the broad Nags family, Delhi might cobble together a deal- one that wil bring anything but peace. The polemic of the fraction Naga politics have been rendered more complex by Delhi's reckless intervention. Instead of of appreciating the intricacies of the Naga polity - comprising over 25 tribes, each a proud owner & inheritor of a distinct culture, language, tradition & geography , esposing a distinct world veiw , falling within the broad rubric of the Nagas family - Delhi deals with it as if it it were a homogenous collective with common aspiration. Thus it belive that making a deals woth one set would satisfy the rest. How else to explain its abiding faith in the peace process with the IM quintessentially an entity of Tangkhul tribes of Manipur, having little resonance with other Nagas notwith standing its pan- Nagas rhetoric ? (contd). There are other potent Naga militias aligned along tribal lines not in the orbit of centre's peace entetprises. The NSCN-K holds sways over almost entire eastern Nagaland - nearly half the state of & its people - and resonate wells with the locals including the Konyaks, the largest tribes of Nsgas tribes. NSCN(KK) - essentially a militia of the sumis, one of the larger Naga tribes - control a large swathe of Nagaland adjoning Manipur & also has heavy presence in Dimapur district. The NNC, the mother of all Nagas militias though now a rump of its older self, deeply resonates with the Angamis, the second largest ribes of and thier kin tribes in Kohima & adjoining regions. Besides these the militias, the traditional bodies that carry much the weight with thier respective tribes, are also not in the reckoning of Delhi 's peace enterprises. The peace project, thus severly truncated , got further undermined with the exclusion of the Nagaland state goverment. I.K Gujaral, the PM who presided over the formalisation engagement with the IM in 1997 , decided to ingnores the state goverment. He did it, in the face of professional advice to contrary, to placate the billigerent Th.Muivah , IM supremo. To Muivah , the popularly elected Nagaland Govt. was illegitimates & S.C Jamir, the then CM, was his bete- noire. Nagaland & Delhi had diffrent political dispensation at the helms then, making it easier for Mr. Gujaral to ignores Mr.Jamir .Subsequently govt. of Delhi preffered not to rock the boat & nonchalantly carried on with the charade. Having achieved exclusion of the State govt. from the process , Mr. Muivah insisted on Mr.Jamir removal. He knews his boggest challengecwas not managing a distant Delhi bit an incovenient Naga govt. at home. In the run-up to 2003 elecion -the first after the cease fire- he threw tantrum seeking Mr.Jamir dismissal & holding election under president rule. K.Padmana bhaiah, the centre's intetlocutor, played along & sought to influence LK Advani , the then Deputy PM & HM. Mr.Advano was not moved, but the Assam Rifle - a central force with mandate to enforces the cease fire rule & ensure that armed IM cadres remained confined to designated camps & didnot interfere in the election - turned a blind eye to the widespread violation by the outfiy. Until the establishment of modern India, the Naga area was an undefined territory in the modern concept of state/country. During the British administration the Meiteis claimed the surrounding hill areas of Imphal as part of their domain and the British administration obliged considering it politically expedient to please Meitei king at Imphal because of Burma. The claim of Meitei control over the hill areas was only limited to official documents of British administration, whose importance the Nagas didn't realize. In practice no Meitei kings had ever set foot on the Naga areas as the royal highness, or to enforce allegiance, or to collect tax, or to promote welfare of the people. A few times Meitei kings set foot on Naga hills were just part of their journey to Assam through Imphal-Cachar road or Imphal Dimapur road, or journey to Kabaw valley passing Pallel or Heirok. There were at best some skirmishes at some villages which ends as the visitors departed. Yes, there were some 'FRIENDLY' visits by some Meitei kings to some Naga villages, which the Meitei kings interpreted and bragged as military expedition and subjugation of Naga villages as soon as they returned to their palace. The gullible Naga chiefs basked at the thought of being in friendship and brotherhood with the mighty Meitei king, while on the other hand their so called 'friend' claimed conquest. The British administration knew this reality, so they put the valley and hill areas under separate administration. Nagas need not be fooled again with Meitei "friendship" or "brotherhood". The earlier the Meiteis realise this fact the better.
contd. Mr. Muivah' boys had the field to themselves. They targetted candidates with IM. Popular cries for riening them in went unheared. Mr.Muivah had proped up N.Rio, a renegade congress man turned acolyte who had forged a tactical electoral alliance with the BJP, the ruling party in Delhi. Mr. Rio came to power & his goverment became a proxy for the Govt. of GPRN( Govt of people Republic Nagalim) of which Mr. Muivah is self style 'PM'. Many a times it became difficult to detetmine who rule the State - Mr. Rio or Mr.Muivah. With the state Govt backing IM sought to enlarge ots foot print in Nagaland. Its Manoeuvres provokes a fierces backlash from other Naga millitias. Bloody clashes ensued . The state witnessed an unptecedented spike in violence untill the rivals undid the military gains of the Im & restored the balance of power in thier favor. Over 800 people were killed in about 15000 bloody clashes with the IM. Though constituitionally mandated to msintain public order, Mr.Rio extricated himself from the responsibility on the pleas that the state govt was not party to d 'peace process' with the militias & it was for centre to tein them in. Excluded from the 'peace process' & its obligation ,Mr.Rio was free to gives curreny to the 'revolutionary' vocabularlu of Ultra- Nsgas nationalist. He reverse prevous state govt policy of equi-distance from all millitias & advocated a policy of equi-closeness . He debunked the 16-points agreement between the centre & the Naga People's convention in 1959 & called the Nagaland State, its ptoduct, illegitimate. Indeed he tried to turn the clock of Naga history to 1950's, negating all the gains since then. ( contd.)

Delhi's hush-hush deal with the IM had devastated Manipur & brought untold mieries to its people starting from the sky rocketed prices of daily commodities due to never ending blockade & taxs in NH to killing & abduction of innocent govt. employees or innocent people by the support of IM & its collaboration. Since the professed objective of the outfit is to dismember the State & take away two-thirds of its territory, a protracted negotiation with it without the Manipur govt. on boards had given room for wild speculation & stirred vosceral existential feats amongs the Manipuris. It resurrected the Valley based UG. It has turned neigbhour - the plainspeople & the hills people- into bitter enemies....EE GEE LAMAN DEE EENA SINGNI..EEMA GEE LAMAN SU EENA SINGNI...LONG LIVE MANIPUR...APUNBANA YAIFARE...LONGLIVE KANGLEIPAK...DOWNS TO INFIDELS & TRAITORS..THY WILL THY WILL BE DONE...LET IT BE...
No matter what meitei say about Muivah, no matter what Muivah and NSCNs do, Naga people in Manipur will leave no stone unturned to remain apart from Meitei hegemonic rule. It's not only NSCNs or UGs, Nagas in Manipur want to embrace change and begin a new free life. They have been deprived for too long by the Meiteis. Who are the National High way looters? The well understood answer is Kacha Nagas. Kach Nagas of Manipur are still living in the prehistoric age. You just need five things to understand kacha Nagas, they are: i) They oppose with tooth and Nail for creation of Sadar Hills as that will encroach their land, while they cry for creation of Greater Nagaland which will encroach chunk of others land in Manipur, Assam and Arunachal and they have no shame of declaring it. ii) The longest Serving CM in Manipur was a kacha Naga.
