Hill infrastructure set for a boost

IMPHAL, Nov 18 : The Congress Government under the leadership of Chief Minister O Ibobi has launched a three-phase infrastructure develop- ment plan in the hill districts at the cost of Rs 323 crore from Special Plan Assistance.

With financial assistance from the Planning Commission, the State Government has already initiated due process to implement Tribal Area Inclusive Growth Infrastructure Project under which BDO offices, banks, police stations, staff quarters and other physical infrastructure would be developed in the hill districts.

Under this project, administrative infrastructure would be developed in 27 blocks of the hill districts and the first phase would cover 10 blocks.

The project would be implemented in the remaining blocks in the second phase.

The Planning Commission is fully supportive of the project and it has already written to the Ministry of Finance to release Rs 30 crores and Rs 50 crores for the first and second phase respectively.

The project would cover three blocks in Chandel district, eight blocks each in Churachandpur and Senapati districts and four blocks each in Tamenglong and Ukhrul districts. The block offices which would be developed anew would have bank branch offices.

In connection with implementation of this project, the Chief Minister held a meeting with MLAs elected from the hill districts last month, conveyed a source.

The State Govt has repeatedly stated that developing the hills in on top of its agenda.

Primary infrastructure developement in the hills must be started from ROAD connectivity, ELECTRICITY supply, DRINGKING WATER supply, PRIMARY HEALTH CARE. Poor hill people who does not have money considers BANKS etc. as secondary requirement.

Annual outlay budget plan of Manipur is more than 2000 crore, 323 crore is from special plan. So, there's no reason for highlander to celebrate upon. out of 323 crore halves will be swindled in the process of documentation and amongst the hencemen of CM. The remaining will be distributed among its corrupted ministers. By delaying the project the final completion report and amount will turn out actually somewhere around 20-30 crore project. Flouting of fake Ibobi family's company to give the contract cannot be ignored away with. All tribals should rather be vigilant rather than be happy with this distraction propaganda. And why more to ccpur and senapati, simple, divide and rule policy or say appeasing some tribe over other to create furore and widen the already existing rift.
