NEW DELHI, Nov 26 : The negotiation process between the GoI and the NSCN ( IM) as understood in the latest status is in the form of a draft , or in other words a proposal mooted by the Home Ministry, which is in the process of being placed before the three Chief Ministers of the States “affected” by the Naga-lim demand, namely Manipur, Assam and Arunachal Pradesh.
In another turn of events in early November, the Chief Minister of Assam Tarun Gogoi, Chief Minister of Arunachal Pradesh Nabam Tuki, and Manipur Deputy CM Gaikhangam reportedly denied any such official intimation to them.
It may be recalled that all the 60 members of the Nagaland State Assembly early this year had pressured the Central Government to come up with an arrangement, if not a solution, before the Assembly election slated in March 2013.
Further the Joint Legislators’ Forum was lobbying with the Centre, both ruling and Opposition for Constitutional amendment .
This move was believed to be in line with one of the ‘draft proposals’ that included extending Article 371 (A) to Naga inhabited areas of the said three States.
In the ongoing winter session of the Parliament, the proposed amendment however is not listed in the new Bills to be introduced.
Member of Parliament (LS) from Nagaland, CM Chang told this correspondent that he or the State Government were not part of the nitty-gritty of the negotiation and added that there was no “procedure or a policy ” that has come to his knowledge.
The MP explained that the stand of the State Assembly for some form of “solution” if not all, before March was to pave way for the underground groups to participate in the electoral politics.
For that they had proposed ‘dissolving” the State Assembly and that was one of the alternative arrangements, he reasoned.
In that case the matter may not be required to be placed before the Parliament, said CM Chang.
He further stated that any move or arrangement after the March election would be a wrong decision, a wrong move .
Though not concrete, he affirmed “something” would be worked out by Gol in the near future.
The Nagaland MP also told this correspondent that the Home Ministry had conveyed to Nagaland Parliamen- tarians and Legislators that the and Legislators that the “proposed draft” had been placed before the Chief Minister of Manipur.
Moreover, Nagaland based media had reported that a solution was on its way before Christmas, and added that the CMs of Manipur and Arunachal Pradesh had also given positive signals. However, the NSCN (IM) leadership who are currently in Delhi and engaged in negotiation have been keeping low. Sources from the leadership said that no concrete status update of the negotiation is currently available.
