Manipur and its environment

Manipur is a mini metro state like Delhi where mixed population administered. It has own administrative territory reigned by several kings. Till October 1949 even being British overpowering Bharatavarsha Manipur was administering by the local king; though it may have directions from the British Queen. The last king of Manipur was Bodhachandra. When the Govt. of Bharatavarsha took over the administration from the kingly propelling administration and thereafter Bharata-varsha declared Republic on 26th Jan. 1950. Manipur also has been democratized in the mainstream of Bharatavarsha. Elected members of the Territorial council had established a new administration, hence elected a chairman of the 30 councillors member under a chief commissioner deputed from the centre. Manipur has been declared statehood in the year 1972; also the administration has been upgraded to the Assembly from council headed by a Chief Minister and 59 MLAS. Thereafter a Governor has been posted in Manipur to guide the democratic norms.

There were three members of the parliament from Manipur, so as to co-ordinate the situation of the state to the parliament as propulsive element. Therefore, time to time communication either from the state or from the centre had been linked up in transparent manner. But the people of Manipur was yet to aware of the democracy.

During the course of time Naga integrated hostile activities was visible in the hill tribes of Manipur and NNC (Naga National Council) under command of Mr. A.Z. Fizo; though it was clandestine in the territory of Manipur. NNC underwent an agreement with the Govt. of Bharatavarsha; Shillong accord has been introduced to the NNC leaders which was uninanimously accepted. The same agreement has been disregarded by another group of Naga insurgents. Therefore, NSCN (IM) has been floored under the command of Isaac Shu, as president and Thuingamlen Muivah as Gen. Secretary to fight for sovereign Nagaland. Thus NSCN (IM) become popular in Nagaland and in the hills of Manipur.

Thus, Manipur and its territory become partially involved in the hostile activities. When 1967-68 entered a Meitei State Committee was slightly exposed under the clandestine cause of Federal Govt. of Naga movement. Thus, PLA (Peoples Liberation Army) has been seeded in Manipur, with the ideology of Communist China. Shri Biseswar singh and his trained fellows have been exposed and arrested. Eighties was tough time in Manipur.

Advantaging the situation Mr. Rishang Keishing could propel the Assembly and constituted a new district i.e. Senapati, which covers the whole Tamenglong and the Valley mole hills in the valley patching to the border to Ukhrul and Churachandpur districts. Such a cunning administration been switched all the Ministers and MLAs, have agreed and passed the Bill. He subdued MLR ACT (Manipur Land Revenue Act). The Sixth Schedule could not revise in the state. The funds provided for the hills have been misused, diverted. Burning example is GAMNOM to CHAMU road which still silent as the stone in deep water. In the meantime NSCN activity was strengthening clandestinely. Thus hills people eye had been dusted by the administration. Hill leaders are at Imphal enjoying manipulated funds. Poor peoples in the hills blaming the leaders of the Valley. In reality the funds allotted for the hills have lost by hills leaders.

Another hell of time is R. K. Dorendro regime. During his period as Chief Minister maximum of the communal and ethnic choirs have been drummed in Manipur. The Great Kuki-Naga tangle of 1993-94 was occurred in Manipur during his time. He tried to administer as bureaucrat not as democrat.

Thus, these two leaders have the mastermind for divide and rule but not successfull. Although, Mr. Rishang had the thick hood of the Congress High Command whereas R. K. Dorendro has been exposed his diplomatic plays. Both leaders are not public lovers.

Another Chief Minister who will be responsible for the situation been cropped-up in Manipur is Shri O. Ibobi Singh. His tenure of 10-12 years brought the dooms day in Manipur. He tried to rule by money and small appointments especially in Police and Armed Police Forces. Manipur is the state where one tenth of the population is police i.e. approx. 23,000 policemen have been employed out of 70,000 employees in total of the state. Therefore, he tried to show himself as good administrator. He is responsible for 2000 youths extra-judicial kills in the state. He dust the eyes of the people with small buildings, dams and projects. But, administration should not be like that. He must take initiative for the negotiation with the misappropriated youths of the state. He must have talk for the Armed Forces Special Powers Act (AFSPA). He must have co-ordinate the Chief Ministers of Nagaland, Meghalaya, Assam, Arunachal Pradesh, Mizoram and Tripura in Connection of Naga expansionism. He must have invite the 20 MPS of the North East States in connection with insurgencies. He must have consult with Mr. Rishang have seeded the situations. Shri O. Ibobi Singh is worried for his residential quarter and its premises. He employed all the police forces in Imphal. But, he has forgotten Imphal is visible due to the surrounding areas. When Mr. Rio, the Chief Minister of Nagaland visited Senapati he could have alert the situation; when Mr. T. Muivah was trying to push into Manipur elligally he could have had the intention of the centre.

When, agreement of SOO (Suspension of operation) implied he should have complain the mode of agreement was found to be false. In SOO honourarium for the KRA/KNF members have been granted which was astonished and unconstitutional. Who lifts arm against the constitution is criminal. Is it motivation or integration? Is it the path paved to step into-statehood of KUKIS?

The intention of the centre is very doubtful; the mode of administration of the state element is yet to educate. But, Shri O. Ibobi Singh is of the opinion that he need not demand a political advisor. He is adamant and fruitless. On the other hand Delhi is not ready to depute a political guide stick. Delhi employed police brain Governor like; Guruvachan Jagat the then DG BSF; and Gopal Sharma was DG J & K/SSB. Both are IPS. Again Ibobi is rely upon Shri Joykumar Singh DGP Manipur Police.

Ibobi Singh is yet to break for a political dawning otherwise the people of Manipur will be giving the chance to choose a leader. But, Ibobi keep more faith on palmist, astronomical prediction and black art which is illfortunate on the part of a public leader. To believe on prediction means he is selfish and he keep importance more on survival.

He left out to pull the bureaucrats at district level. He neglect the influxed of Miyanmaries Kuki and Bangladesh Bengali. His fervent Minister is Mr. Devendra Singh who leads the Bengali Muhammadans at Jiribam. He never tried to study the steep high population in Sadar Hills and Jiribam. He never thought of sheer declining population of the original Manipuries. The conscious Manipuris have been sleeped out of Manipur because of worse administration. Migration of Manipuris from Manipur does not concern the insurgency but administration.

Because, from Rishang to Shri Ibobi, the three leaders had done nothing to SOS and own survival. The three leaders as Rishang, Doren and Ibobi are always concentrated into the small areas and communities which is now visible. For such the three leaders are responsible; and for breaking the territorial integrity. They should take moral responsibility for the past and future. Not only the past but also must hold responsible for any communal riots initiated in the state in future.

The mehem, the threaten, the unwanted turmoil in the state due to fake encounter or extra-judicial kills will one day leads to a wild fire, for such central govt. also can not avoid from the circumscribal crime occurred due to the false diplomatic treaties and treatments with the state administrating cultures in the state.

Shri Ibobi has imbalanced administration which is not heard, not visible to him. Maximum bureaucrats of the state are Non-Meiteis and belongs to the minority community/tribal community. Neither Ibobi govt. nor the central govt. would be ready to realize the false turn outs in the state. In spite of endeavouring to solve the problems more and more injurious situations are shading the administration.

He determined to win the vote by hook-by crook. Simply winning vote does not matter the administration. He must have ideology, educational back ground, communicable to all, communicable to the centre; must fight for the people not for his cabinet or for himself.

On the other hand the selfish people of the valley have been trapped by NSCN (IM) by in fusing toxic of ethnic and community. The small culture has been divided the Dharma is trying to divide due to selfishness in leadership. The people of Manipur have been blindfolded. Ethnicity has been spreaded with shallow thoughts. Uncultured leaders are dancing on the thought of missionarising communal division as my land, my state, my man and my caste. The spineless leader and worse ordinance.

Delhi has no interest for unity in Manipur. Delhi administration played more diplomacy than good governance. Delhi maintained the hidden agendas during NSCN (IM)’s Greater Nagaland issue by extending supra-state status and kuki insurgency issue. The intention of Delhi High Command reflects to be mind sided, communal, mission friendly based administration.

The turmoil in Manipur is the boon of Delhi and responsible of the disintegrated leaders of the state and irresponsibility of the incapable head of the state.

Manipur could have been controlled before 10 years earlier by imposing PR. But, selfish and cunning Delhi is waiting the dog fight in Imphal valley as Mao Tse Tung’s Komintang spectacle at the top of the hill. This is the time of KALI YUGA. Everybody will say it is mine, it belongs to me, it does not belong to you. Manipur is passing the hard time with un institutioned leadership, during while people will remain unrest. But the incapable leaders will sing the song for joy for winning election. Therefore, wake up your conscious.

Therefore, the people of Manipur are invited to join hands to safe Manipur by denying the unwanted force of the invisibles. We have to safe guard the visibles, we have to discard invisible forces who are trying to break the unity of Manipur.
In Dharma, there is no bias, no revenge and irresponsible slogans. Live in Dharma, deny politics in administration. Revive de-limitation in correct sensus, save the territory of Manipur. Don’t allow division of Dharma. Dharma has no name, caste or colour.
