The Manipur (Hill) Autonomous District Councils came into existence through an Act of Parliament, Namely, The Manipur (Hill Areas) District Councils Act 1971.The people in general highly appreciated the Act particularly meant for the welfare of the backward hill tribal,s of Manipur.
The Manipur (Hill Areas) District Councils Act, 1971 envisages large autonomy for the tribal people of Manipur in matters of developments and customary laws and practices. The District Councils were empowered to make appointment of its own officers and staff through DPC for the proper and efficient execution of its duties under section 32(3) read with rule 45 of the Manipur (Hill Areas) District Councils (Third Amendment) Act and Rules 2008. Under Section 29 of the Act, some developmental activities were also entrusted to the District Councils. No sufficient or reasonable funds were made available even for the few subjects transferred to the Councils.
As a result of indifferent attitude of the Government of Manipur, the tribal people as represented by District Councils feel neglected and betrayed. Hence, after years of practical implementation, the tribal people come to conclusion and reluctant to participate in the election to the members of the District Councils, Manipur.
But After a gap of about 20 years of holding election of District Councils, the Government of Manipur in the pre-text of devolution of power to the Hill Autonomous District Councils amending the Manipur (Hill Areas) District Councils (As third Amendment) Act, 2008. Though the devolution of powers is extended in principle in the said Act, no practical development funds were transferred to the District Councils till date.
Over and above, the power of making appointment of it employees under section 32 (3) read with rule 45 of the Manipur (Hill Areas) District Councils (Third Amendment) Act and Rule 2008 was also controlled or seized by the state Government vide orders No- 17/2/97 - CHA dated 10 - 9 - 97 even after the Councils came into power.
In this connection, it is suggested for the Chairmen of ADCs that instead of occupying a respectable Chair without power of functioning an office is better to leave the chair and fight and protect the right of tribal people of Manipur in general and for the Councils in particular, since loss of right is loss of sentiment of the tribal people of Manipur.
