Hiring proxy teachers at Ukl Police case against seven teachers

IMPHAL, Jan 18: Ukhrul district administration has instructed police to take up appropriate cases against seven teachers who outsourced their profession to hired teachers.

It is reported that 80 per cent of teachers teaching in schools under Education Department as well as ADC in Ukhrul are hired ones.

Meanwhile, Education Minister M Okendro has not only appreciated the initiative of Ukhrul district administration but also exhorted other districts to emulate it.

Sources informed that Ukhrul district administration conducted a survey about presence of hired teachers in 290 schools across the district starting from November last year.

During the survey, it was found that maximum number of teachers teaching in these schools were hired teachers.

So far, the survey has covered 90 schools which are functioning under Education Department and District Council. It was found that 80 per cent of the teachers in these schools are hired ones.

As detected during the survey, the district administration has registered cases with police against three teachers of Halang Junior School and four teachers of Shangshak Khullen Higher Secondary School for outsourcing their profession to hired teachers.

Of the seven teachers, two were already pulled up by police but they have gone out on bail.

It is reported that the district administration would continue with its survey starting from next month.

Ukhrul district administration has decided to write to the State Government so that befitting action can be initiated against those who hire teachers as well as against whom police cases have been registered.

Lauding the survey and the follow-up action initiated by Ukhrul district administration, Education Minister M Okendro remarked that outsourcing the profession of teaching is a shameful practice.

NGOs and local people should not allow such unethical and shameful practice in their respective localities.

There were instances when the Government asked DCs to conduct similar surveys in all districts.

Okendro termed the practice of outsourcing the profession of teaching as a criminal act.

Another source informed that around 80 Grade IV staff teachers were utilised at the head-office of School Education Department by former officers and Ministers.

Even though the Grade IV staff and teachers were utilised at the head-office, their duties were not properly defined.

Nevertheless, the Department has initiated due procedures to send back the staff and the teachers to their proper place of posting.

What "unethical and shameful practice..." these morons are talking about? Look at yourself. Purchase a government job in Manipur and rent it. It's a good business. Whose fault is this? The teachers are merely doing business while the real culprits are the Ministers and the administrators. Now the weaker will always be the fallen guy.

If the teaching posts were sold by givers and bought with money by takers then its just a business. If the parents and locals dint react against tis practice, then tey must have seen tat the hired teachers were better dedicated to teach their children. It hurts to see our system.

This is sickness of our education system.what how only seven while here it is clearly mention that 8o percent are hire.why we dnt pull them all.?frnds before victimise these teachers,we must search the real couse n remedy.i put some point here couses.- 1.teachers are not respecting the job 2.teacher are posted far from reachable distance without arrangement of their stay 3.local community 4.officials lack of sincerity.(corruption) 5.irregularity of pay remedy: .1.salary should regularly becoz teachers posted where there is lack of trasport n far from home.even if we hav place ,money is required for minimum daily needs n many.here tension of lack of money is the reason 2.govt arrange safety place to stay for a teacher. 3.local should encourage stay of teacher without hiring 4.strict rule should be made for the higher n lower official related to education. There will be so many remedy but i think regular pay n active role community will surely solve the problem.

First of all, if they are professional cheaters why do they want to become teachers? I mean there are far better ways to use their professional skills (sic). It still wonders to me how they manage to send substitution teachers. Can they hire anyone (sic) and ask him or her to attend the so and so school after giving some monetary benefits? Wow! What a clean bowl? Think! What type of students from these schools where such photocopy teachers teach will produce? It is not photocopy as at least photocopies are duplicates of the original self. Of course, they will produce not better than another bunch of cheaters as our future for sure. Timely intervention from administration at Ukhrul shows a streak of light in the cleanup campaign. What about the same unbecoming of teachers in other districts? Does it mean that it is not happening as they haven`t been uncovered in media so far? These all happen at a time when the education ministry is making lots of hue and cry for bringing revolutionary changes in education system. Dear Minister, the whole system is sick at the belly and infested with cheaters not teachers. Make evolutionary changes here rather than your revolutionary changes and the stuffs like that. Thank God! It is not heard yet from professions like Doctors. What will happen if proxy doctors come to treat us? Is it happening there also? Then, Manipur`s funeral is getter nearer.

in a state where the number of unemployment youths are rising rapidly, getting a government job is a dream. whereas those teacher who are mostly posted in the hill districts outsource the teaching jobs to the local youths. this practice is not new as it has been going on since the past few years. there are so many people outside manipur either pursueing studies or working in a private sectors but their actual profession is a teacher, a teacher of Manipur govt. schools. this practice is very unfortunate. the concern department needs to investigate and act swiftly. it is also said that in the recently declared TET conducted by the BSEM, there were many impersonators who gave the exams on behalf of the genuine candidates. i wonder why the concern authority is not aware of such malpractices. they should conduct the exams in SSC patterns. lastly, let us stop shouting and blaming the bureaucrats/MLAs/MPs for rampant corruption in Manipur. but corruption starts from within our own family. first we need to be honest with ourselves and then point our fingers to others later.

Dilemma ! but we have to rise our hand and support to the teacher who work for students. Reason why ? they impart their knowledge whether they are illegal or not. We have to collect feedback from the school students and parents and locality where proxy teachers working 1. How they perform duty ? 2. Are they qualify for that position? Before making favourable justice to the Govt. employer(Teacher) who hire Proxy teacher. The state police should arrest original teacher not only Proxy. The comments and feedback given by the student, parents and school authority is good & enough quality of education imparted by Proxy Govt should mediately action to appoint them and make a decision to dismiss original teacher.

i do appreciate your opinion. but its too early to praise those people who teach in place the genuine teachers. when thousands of youths of Manipur are struggling to find a job, some selfish people are drawing mothly salary sitting at home and doing nothing. this is a crime. they should be punished. there must be many such teachers in the state especially in the hill districts. more news on such teachers be brought out from other districts too.

Proxy teachers.... is a proxy teacher possible without the knowledge of the school headmasters, district administrators? A contractor/businessman can easily fool the innocent public with the huge cash he has. Again, it’s impossible to make each and every citizen conscious and elect only the good legislators. Election is a game of numbers. A professor and an illiterate guy are having the same value. So we cannot blame on the public when a fat moneyman fools the public. You cannot blame on the public when a manufacturing company manufactured low quality products and sold it at exorbitant price to the public. This is a loophole in a democracy. A contractor/businessman (First party) can easily win in an election in our society. Being a businessman by profession and the administrative powers in hand, he started thinking the public fund/job as his father's property and started selling it at the highest bidders (Second party). Now, who are the highest bidders? They too are businessmen. The ministers/administrators have recruited only the businessmen. Now asking the businessmen teacher to teach the children like a real teacher? There comes the problem. Will it be successful? The issue is not confined only to teachers but in each and every department. I have seen a nearly illiterate Grad-IV employee prescribing medicines to patients. Now, my question is what's wrong when the highest bidders rented out the job to a third party? Yes, it’s wrong. But you cannot clean it without cleaning the first party. It's okay, start the cleaning process from the third party. But the bigger question is that who will clean and punish the first party? Thieves preying on fellow protesters.
