11 projects concentrated in Andro AC alone

IMPHAL, May 25: More than Rs 94 crore worth of projects are being taken up currently in various districts of the State which are populated primarily by minorities. 
Out of this, 11 projects worth more than Rs 53 crore are being taken up in Andro A/C, Imphal East.
According to a reliable source, numerous projects are being taken up in the State, mostly in minority populated areas, under the Pradhan Mantri Jan Vikas Karyakaram (PMJVK) funded by the Minority Affairs Ministry.
During the last one /two financial years, around Rs 94.0797 crore were sanctioned by the Ministry for various projects in Chandel, Churachandpur, Tameng-long, Ukhrul, Thoubal and Imphal East districts.
Pointing out that PMJVK was known as Multi Sectorial Development Progra-mme (MSDP) during the time of UPA Government, the source mentioned that most of the projects are construction of Sadhbhavna Mandap, at a cost of around Rs 2.50 crore and the project cost is borne 90 percent by the Centre and 10 percent by the State.
The source continued that such Mandaps are plan-ned for construction at Chandel TD Block, Teng-noupal TD Block, Chakpikarong TD Block, Churachandpur TD Block, Henglep TD Block, Samu-lamlan TD Block, Parbung TD Block, Thanlon TD Block, Nungba TD Block, Tamei TD Block, Thoubal TD Block, Kasom Khullen TD Block, Phungyar TD Block and Chingai TD Block.
The Ministry has even sanctioned the second instalment of funds for cons- truction of 14 such Man- daps.
The source further informed that the Ministry has agreed to sanction Rs 4.3390 crore for construction of a market complex at Lilong under the said scheme, out of which the Central share is Rs 3.9051 crore. Pointing out that the State share is only Rs 43.39 lakh, the source added that the Chief Minister had even laid the foundation of the market complex before the Lok Sabha election.
The source continued that  most of the funds sanctioned by the Ministry for the scheme are directed towards Andro AC which is mainly populated by SC communities.
11 projects worth more than Rs 53.18 crore have been approved for sanction for Andro AC only, the source added.
The said 11 projects include construction of an undergraduate girls hostel at Top Chingtha (Rs 3.85 crore), construction of G+2 quarters for Yambem PHC (Rs 3.49 crore), fencing work and construction of classrooms  for Yambem High School (Rs 1.01 crore), construction of a 100 beds G+1 girls hostel at the same school (Rs 3.85 crore), construction of Ningthounai Primary School (Rs 98 lakh) and Changamdabi Primary School (Rs 98 lakh), construction of a Model Residential School at Moirangpurel (Rs 25.62 crore), construction of a 100 bed hostel at KGVB (Rs 2.50 crore), upgrading KGVB Andro (Rs 1.46 crore), construction of a 100 bed girls hostel and compound fencing at Poiroukhongjil High School (Rs 4.72 crore) and construction of a 100 bed girls hostel and compound fence at Andro High School (Rs 4.72 crore).
The source informed that funds for the said projects were sanctioned (both 1st and 2nd instalments) in March this year by the Ministry. When it comes to Jiribam, some projects taken up under the scheme include construction of Netaji High School building at a cost of around Rs 74.89 lakh as well as construction of a girls hostel of the same school (Rs 71.35 lakh). The source explained that the funds are sanctioned through the District Rural Development Agency (DRDA) of which respective Deputy Commissioners are Executive Directors. It may be mentioned that a State level committee chaired by the Chief Secretary decided on the projects to be taken up under the scheme before a proposal was sent to the Ministry.
The proposal was analysed by an empowered committee of the Ministry before being approved. If the DPR is properly compiled and sent, most of the proposals are approved by the Ministry, the source added.
