NE police chiefs conference underway in Dimapur Challenges before police deliberated

DIMAPUR, Sep 5 : The 26th Conference of Director Generals of Police/Inspector Generals of Police (DGsP/IGsP) and Heads of Central Police Organisations (CPOs) of North East Region got underway on September 5 at Nagaland Police Complex, Chumukedima, Dimapur under the theme, "Changing paradigm of challenges and police preparedness." The conference will culminate on September 6.
Addressing the inaugural function, Governor of Nagaland, RN Ravi termed the institution of police chiefs as a powerful forum for creating a congenital atmosphere and added that pertinent issues are being discussed on the sidelines during such conference.
Pointing out that security cannot be fragmented between the States, RN Ravi emphasised on the need for an integrated approach, "with the rise of militant insurgency" in the North East.
Observing that there has been a remarkable improvement in security situation of the region, the Governor acknowledged the "relentless good works" of the police, CAPFs and security agencies. He mentioned that the policing thrust now has to shift to day-to-day professional policing which he felt was grossly neglected during the long counter insurgency period. "The dividends of peace must reach the common man and addressing their security concerns should be our priority," Ravi maintained.
Lamenting "the not so satisfactory" basic policing performance parameters of the region, RN Ravi said that prevention and detection of crimes, scientific investigation of the cases and successful prosecution of criminals needs to be accorded priority by the police. "Performance evaluation of police stations and district police should be based on these parameters," he maintained and urged the police officers to give special attention to it.
Talking about the "protracted" insurgencies in the region, "leading" to proliferation of illicit arms and illicit arms trade where recent seizures of arms in other parts of India have "revealed North East linkages", Ravi urged the police officers to launch sustained drives in their States against illicit fire arms. The Governor was optimistic that the two-day conclave of the police officers, chief of Central forces and the Intelligence agencies would further strengthen the security cooperation amongst them and also generate good, workable policy inputs to help make North East region a paradise of peace and prosperity. Deputy Chief Minister of Nagaland, Y Patton, speaking as the guest of honour during the conference, observed that secure and peaceful environment are pre-requisites for sustained development and added that the role of police and security agencies towards the endeavor has become manifold.
Patton highlighted on the security concerns of "unprecedented influx of illegal immigrants", porous international boundary of NE, drug trafficking, rapid increase in the use of information and communication technology system, emerging challenges of cybercrime criminals and observed that all these have interstate ramifications for the whole of the North East region. Patton also said that it is crucial for the stake holders for ensuring that such conferences are held to deliberate on issues of security and to formulate strategies to effectively deal with the challenges. He then opined that the two-day conference would be fruitful in making North East a more safer and peaceful region. He encouraged the participating delegates to unceasingly pursue the cause.
Earlier, the welcome address were delivered by Additional Director, Intelligence Bureau, AK Mishra, IPS, and DGP Nagaland T Longkumer. Vote of thanks was proposed by Joint Director SIB, Kohima.
Chief Minister of Nagaland, Neiphiu Rio will grace the valedictory session on September 6.
