IMPHAL, Jan 21: The Chief Judicial Magistrate (CJM), Imphal West has fixed February 11 for further hearing of the prosecution sanctions against 9 State cops as well as the rejection to grant prosecution sanction against paramilitary forces by the Ministry of Home Affairs, in connection with the alleged fake encounter/ extra judicial killing of one Thangjam Thoithoi alias Anilkumar of Thangmeiband Sinam Leikai on January 14, 2012 near Mayai Lambi junction, Narankonjin Chandranadi road under Wangoi PS, by a combined team of Imphal West and Imphal East commandos and 18 Sikh Regiment.
Today, CBI/SIT submitted the necessary charge sheets in the Court for taking cognizance against the 9 cops, identified as Jamandar Laitonjam Bibekananda s/o (L) Bijoy of Kongba Bazar, Sub Inspector Laikhuram Lenin s/o (L) Ibotombi of Kongba Laikhuram Leirak, Head Constable Ronra Mataisang Shimray s/o R Khunshi Shimray of Ngainga village, Ukhrul, Head Constable Moirangthem Kiran s/o Mani of Tentha Khunou Awang leikai, Jamandar Arambam Sunder s/o Okendrajit of Nagamapal Soram Leirak, Rifleman Nongthombam Brajamani, Head Constable Aribam Captain Sharma, Head Constable Thokchom Amarjit s/o (L) Babu of Kanto Sabal Leikai, Leimakhong and Constable Huidrom Indrakumar s/o Mashuk of Singjamei Wangma Kshetri Leikai, today. The CBI also submitted the rejection reply by the Ministry of Home Affairs declining to grant prosecution sanction against the paramilitary forces involved in the encounter.
After going through the submissions, the Court fixed February 11 for further hearing of the prosecution sanctions and the rejection reply of the Ministry.
It may be recalled that CBI submitted the charge sheet regarding the case on October 16 last year and it mentioned that a total of 16 security personnel were involved in the alleged encounter in which the victim, Thangjam Thoithoi alias Anilkumar was killed.
It explained that the accused cops of Imphal West commando submitted a report to the SP, Imphal West, for replacement of 25 ammunition rounds while the Imphal East commando team also did the same to SP Imphal East for replacement of 21 bullets, which were fired by them in the alleged fake encounter.
Thangjam Thoithoi alias Anilkumar, on January 14, 2012, was staying at his uncle's place at Khurai Chingangbam Leikai and on the fateful day, he had gone out informing his family that he was going to the place of then Trinamool Congress candidate from Khurai AC for the 2012 Manipur State Assembly election. The next day, his family members got information that Thoithoi was killed in an alleged fake encounter the previous night by a combined team of Imphal West, Imphal East commandos and 18th Sikh Regiment.
