Imphal, Jan 22 : Acting Chairperson of the Manipur Human Rights Commission, Khaidem Mani has sought the attention of the Government on the various needs of the commission to carry out its work efficiently.
Reconstituted in August 2018, the commission is lacking manpower and various infrastructure which are required for carrying out its works more efficiently, said the Acting Chairperson at a press meet at the commission's conference hall today.
"The commission needs financial autonomy, enough manpower and its separate office building and other infrastructure," he said adding that the commission had apprised the Government of the requirements with no result till today.
Asserting that the inaction of the Government on the needs of the commission, which safeguards human rights, itself is violation of human rights, Khaidem Mani said that the commission will be taking legal measures to get what is required for it to function as guardian of human rights.
According to the instructions of the National Human Rights Commission, the MHRC should have four separate divisions- administration, law, investigation and research and transparency division. The MHRC should have a minimum of 130 to 140 staff to man these divisions, he added.
He further said that the commission requires a separate building with a proceeding room and an investigation team of police led by an officer not below the rank of IGP.
The commission should also have a dedicated budget, he added.
Human Rights Commission is neither a friend nor enemy of any party. The commission was set up to protect human rights and State Government must do what is necessary to ensure it functions efficiently and smoothly, he said adding that the commission will take legal course of action if its needs are not met within one month.
