Lady held for acting at behest of NSCN (IM)

IMPHAL, Oct 29: The National Investigation Agency (NIA) arrested 35-year-old Ramningle Pame for allegedly delivering extortion money of Rs 35 lakh to a self styled colonel of the NSCN(IM) named Rauiling Nsarangbe. She has been taken to 5 days transmit remand to be produced before Special Court NIA Dimapur.
She allegedly had voluntarily been involved in negotiation for the NSCN (IM) and facilitated delivery of the Rs 35 lakh extortion money to self styled colonel Rauiling Nsarangbe, said sources.
The accused Ramningle Pame, d/o (L) Haitung Pame of Guigalong Ward Number 2, Tamenglong district was produced before the Special Court NIA Manipur along with a prayer for 5 days transit remand.
Special Public Prosecutor NIA submitted that Ramningle Pame was arrested today for her alleged involvement in the extortion case. She ‘knowingly and intentionally helped’ the negotiation between Shivalaya Construction company and NSCN (IM) for transfer of the extortion money.
She had further arranged delivery of Rs 26 lakh out of which Rs 15 lakh was transferred through hawala and Rs 11 lakh through the bank account of another accused identified as Dr Rabi Pame.  She had also allegedly arranged an incentive of Rs 8,000 for Dr Rabi Pame. The Special PP further submitted that Ramningle Pame has to be brought to Dimapur by air and produced before the NIA Court Dimapur.  She cannot be transported by road due to security reasons along NH-2, said the prosecutor and prayed for 5 days transit remand.
After hearing the submission of the Special PP, the Court issued the transit remand for a minimum of 5 days.
The Court also directed the NIA to produce Ramningle Pame before it on or before November 3 and instructed to get her medically examined every 48 hours.
It may be noted that the NIA Guwahati had re-registered cases against SS Col Rayilung Nsarangbe, Pvt Lamci Iralu, Zingringmung, Zingshongam Muinao, Dr Rabi Pame and Vimal Kumar Jain and others under various Sections of Explosive Substance Act, Unlawful Activities (Prevention) Act, Indian Passport Act and Indian Wireless Telegraphy Act relating to recovery of Rs 1,58,72,800 with arms and ammunition, explosives and extortion slips of NSCN(IM).
In the course of the investigation, one accused namely Ruth Chawang was arrested on July 12. Presently, she is lodged in Central Jail Dimapur.
Further investigation into the cases had revealed financial transactions being diverted from Government funds and projects (PMGSY, NREGA etc) and other construction works going on in Manipur and Nagaland by sympathizers and over ground workers of NSCN (IM) under the directions of SS Col Rayilung Nsarangbe. Later, the NIA found the alleged involvement of Ramningle Pame. She had been in constant touch with SS Col Rayilung of NSCN(IM), said NIA.
