Imphal, May 30
Claiming that it is not the right time to conduct delimitation, Kangla Phamthou  Humphumari (64)  has appealed the State Govt  to step back the process of "Delimitation-2020" based on 2001 and 2011 census report.
The decision to oppose the proposed delimitation exercise was taken after a meeting at Pana Loisang Shanglen, Paona Bazar  today. The meeting was presided by Rtd IPS S Manaobi@ Khoiranthaba, advisor Kangla Phamthou, Ingba Mangang, Maisnam Budha and Wahengbam Shanta along with other functionaries of the organisation.
Now is not the right time to conduct the delimitation process when the people are suffering under the lockdown, it said.
The census report of  2001 and 2011 is also full of loopholes, it said and added any process based on these two reports will violate Art 14 (Right to Equality), Art 15 (Right against Discrimination) and Art 21 (Right to Life and Liberty) of the Constitution, it added.
Kangla Phamthou thus appealed the State authority to intervene and ensure that delimitation is conducted after next census report while it lauded N Biren led Govt for its effort in combating COVID-19 pandemic.
