IMPHAL, Jul 6: The Manipur Government Services' Federation has launched a  cease work strike starting from today onwards demanding implementation of the 7th Pay Commission recommendation.
However, due to the COVID-19 pandemic, frontline workers  including doctors, nurses and other civil services staff will continue with their duties wearing black badges.
Speaking to media persons at the office of Pensioners' Union at Pishum Thong, vice president of Manipur Government Services' Federation L Sarat said the State Government  has failed to fully implement the terms and conditions which were agreed in the MOU signed on June 8, 2018 between the State Government and Manipur Government Services' Federation.
The recommendation of the 7th Pay Commission has been implemented since January 1st of 2016 for the Central Government employees, he said.
However, considering the poor financial condition of the State, the employees of State Government have been waiting for the last 4 years, he added.
He further said that in the MOU it was agreed to fully implement the recommendations of the 7th Pay Commission by enhancing the DA/DR rate at par with that of Central Government employees from April 1, 2020 onwards. However only 3 percent was enhanced leaving a difference of 14 percent between the State and Central employees.
"The DA/DR is directly linked to inflation, price hike. So it is very important that the DA/DR of the State Government employees should be at par with that of Central employees," he said.
"Other States including the North East States have also implemented the DA/DR of 17 percent," he added.
The other demands of the federation include settlement of all disputes regarding pay anomalies within a definite time frame,  revision of pay of the College teachers serving in the Government Colleges as per the UGC 7th Pay Regulation 2018 and as announced by the Chief Minister on February 11, 2020.
Further, settlement of the issue of NPA of the doctors serving under the State Government as demanded by the doctors. Completion of the process of framing RRs of the employees absorbed under the State Government from various organisations and extending them the benefits of 7th Pay revision and also completion of the process of regularisation of work charged and casual/muster roll employees of all engineering departments.
