IMPHAL, Feb 25: Hours after the Higher Education Department issued an order implementing the 7th UGC Pay, the Federation of Government College Teachers’ Association (FEGOCTA) has rejected the same order asserting it was “incomplete” on the ground that it did not mention at all about adopting the UGC Regulations, 2018 and other provisions.
In a statement, FEGOCTA said it welcomes the seriousness shown by the Government by issuing the order today. However, the order contradicts the Cabinet decision of August 6. The order has no mention at all about the adoption of UGC Regulations, 2018.
Further, it doesn’t mention anything about implementing the 7th UGC Pay on the line of ROP, 2019 including the effective date, notionally from January 1, 2016, payment arrear from April 1, 2019 and cash payment from April 1, 2020, FEGOCTA said.
As the order of the Higher Education Department is “incomplete”, FEGOCTA will continue the ongoing ceasework agitation until completely acceptable orders reflecting the  Cabinet decision are issued.
This decision was taken at the emergency executive committee meeting of the federation today at Manipur College, said FEGOCTA.
The All Manipur College Teachers Association (AMCTA) also strongly came out against the order issued by Commissioner (Higher and Technical Education), Govt of Manipur regarding the 7th UGC Pay structure and regulations. AMCTA in a statement said that such an order is unacceptable and is a mockery to the teaching community. The teachers association stated that the cease work strike will be intensified and there will be no change in the ultimatum submitted before. Further AMCTA sought support from the students and public to their cause.
