Delimitation for ADC polls to be completed soon, says Letpao

IMPHAL, Oct 5: The State Government has been working hard to complete the process of delimitation so that election to the 10 ADCs can be held at the earliest, said Tribal Affairs and Hills Minister Letpao Haokip.
Notably, there were only five hill districts namely; Senapati, Tamenglong, Churachandpur, Chandel and Ukhrul but five more hill districts were created by an order issued by the State Government on December 8, 2016. The newly created districts are Kangpokpi, Noney, Pherzawl, Tengnoupal and Kamjong.
As it is necessary to complete the process of delimitation before the elections to the 10 ADC are held, the State Government constituted a Sub-Committee for Delimitation of Constituencies for Autonomous District Councils comprising the Hill Areas Committee, concerned district administrations and SDOs.  
Speaking to The Sangai Express this afternoon, Letpao Haokip said that the delimitation sub-committee, after due deliberation, has submitted a proposal to the Government.
As the five new districts were carved out of the five other districts, the number of ADCs seats have come down as compared to the previous figures. This necessitated delimitation of ADC Constituencies, Letpao said.
He said that each ADC should have three to 24 seats as per the ADC Act.
There is no problem for Senapati and Kangpokpi ADCs.
However, none of Tamenglong, Noney, Pher-zawl, Churachandpur, Chan- del, Tengnoupal, Kamjong and Ukhrul has 24 ADC seats following re-organisation of districts.
The delimitation sub-committee has been proposing to raise the number of ADC seats for Tamenglong from 15 to 24, Noney from 9 to 24, Churachandpur from 21 to 24, Pherzawl from 3 to 15, Chandel from 13 to 24, Tengnoupal from 11 to 24  and Ukhrul from 16 to 24.
The sub-committee has also been proposing to raise the number of Kamjong ADC seats by some more from 8.
The Government would study the proposal submitted by the delimitation sub-committee before it is finalised, the Tribal Affairs and Hills Minister said.
He said that there is a minimum population for an ADC seat and each seat cannot have much lesser population from the minimum figure.
The delimitation sub-committee would hold meetings on October 8 and 9. Currently, the sub-committee has been visiting the 10 districts and talking with representatives of different political parties, he said.
The sub-committee has been advising political parties to make sure that the boundaries of ADC Constituencies do not cross from one district to another.
After the matter is finalised by the Government, a gazette notification would be published, Letpao said.
Counting from the day the gazette notification is published, the ADC election would be held after 45 working days, he said.
He then appealed to all CSOs, village chiefs, political parties and the people to help expedite the delimitation process so that the ADC election can be held at the earliest.
