Start works within five days, urges Joykisan

IMPHAL, May 23: MLA Khumukcham Joykisan has asked all concerned to start development works of Imphal city for which necessary funds have been already sanctioned.
Speaking to media persons today, Joykisan said that one year back he discussed with then MAHUD Director Harikumar about implementation of different schemes entrusted to Imphal Municipal Corporation (IMC) by MAHUD Department.
Funds sanctioned for construction of children park, maintenance of drainage systems and funds sanctioned for different schemes by the Finance Commission were also discussed.
Even as the authorities concerned were urged before the last Assembly election to start implementation of sanctioned schemes, most of the schemes have not been implemented yet, Joykisan said.
Informing that he had talked with the MAHUD Minister regarding the schemes, the MLA elected from Thangmeiband AC claimed that the MAHUD  Minister called the IMC care-taker Mayor on phone and warned that befitting action would be initiated if the sanctioned schemes are not executed at the earliest.
The phone call was made one month back but nothing has been done on ground till date, Joykisan said.
If the schemes sanctioned for development of Imphal city are not put into motion within five days, the undue delay would be interpreted as misappropriation of public fund, he said.
If the funds withdrawn through IMC are not utilised for their intended purposes at the earliest, the Chief Minister and the MAHUD Minister would be asked to take up befitting action for misappropriation of public fund, he continued.
Although Rs 1.50 lakh was released in the first instalment for construction of a house under Prime Minister Awas Yojana (PMAY), only Rs 60,000 was given to each beneficiary, he said.
MAHUD Department gave strict instruction to IMC to ensure that PMAY beneficiaries start construction of houses with a rider that follow-up instalments would be transferred to the bank accounts of beneficiaries only after construction of houses has started.
However, many beneficiaries who started constructing houses with borrowed money are now unable to complete their houses, Joykisan said.
The inability to implement the scheme meant for underprivileged people who do not have their own houses is a matter of utter shame for the Government and the MLAs, Joykisan said.
He also sought immediate attention of the MAHUD Minister to release necessary funds to all those PMAY beneficiaries who had already started constructing houses.
