Make officials obey instructions: MHGEWA urges CS

IMPHAL, Nov 28 : The Manipur Home Guard Employees’ Welfare Association (MHGEWA) has appealed to the Chief Secretary, Government of Manipur, to instruct the Department concerned to obey the instruction/ pursuant to the Office Memorandum bearing No 5/65/2018-Case/L(HC) Imphal, dated July 28, 2025, issued by the Chief Secretary.
In a representation submitted to the Chief Secretary on November 28, the MHGEWA highlighted that the association had filed a writ petition on January 30, 2025, before the High Court of Manipur praying to- Issue a writ in the nature of Mandamus or any other appropriate writ/order/direction to increase Dearness Allowances (DA) and release payment thereto with entitled arrears immediately; and to extend the benefit of Ration Money allowances @ Rs 2000 per head per month in line with police and other security organisation of the State including VDF personnel.
The MHGEWA also mentioned that during the pendency of the said writ petition, the Secretariat: Law and Legislative Affairs Department, Government of Manipur issued an Office Memorandum, dated July 28, 2025 issued by the Chief Secretary, instructing all Administrative Secretaries to ensure timely submission of Para-wise Comment / Draft Counter Affidavits/Reply Affidavits, etc to the Advocate General /Government Advocate (High Court)/Government Advocate (District) without delay to ensure timely legal action.
“However, till date the concerned Government Department i.e. Commissioner /Secretary (Home), Government have not been furnished Para-Wise Comments to the Government Advocate (High Court). Therefore, Government Advocate has taken several times for filing counter affidavit to the pending writ petition before the High Court of Manipur and the said matter be fixed on December 17, 2025”, it added.
In view of the circumstances, the MHGEWA implored the Chief Secretary to take up necessary action and instruct the Department concerned to obey the instruction/ pursuant to the Office Memorandum dated July 28, 2025.
