The authorities like town planning, IMC, Urban Development Department, Labour Department along with concern District Magistrate/Commissioners are not exercising their full authorities in curbing such violations of rules and bylaws.
In this madness of rampant commercialisations and abusive violations of laws, regulations and laid down norms, a system is required, amongst others the need of the hour is to formulate Imphal City Master Plan alongwith necessary guidelines, with strict regulations to bar commercialisation in residential areas along roads that are less than 30 feet wide. However, in areas where road width is over 30 ft, 20% of the premises may be allowed for ancillary usage. A robust partnership with concerned authorities and local clubs, CSOs and ‘meria paibis’ can work as a strong counter to this unchecked commercialisation. It can spark a change collectively to the best of the abilities, suggest roadmaps and proactively track the implementation. There is an immediate need for recording all the residential buildings used for commercial purposes for which assistance of local “leikai” clubs may be sought. To be contd
