IDPs remind Governor of Dec deadline

IMPHAL, Dec 12 : Endorsed by COCOMI, joint representatives of IDPs have submitted a follow up memorandum to the Governor and the Chief Secretary reminding them of the assurances given by the Government on June 30, 2025 (New Delhi) and July 3, 2025 (Imphal) to resettle IDPs in the month of December 2025.
The follow up memorandum submitted today pointed out that only 20 days are left for the Government to fulfil its promise of  resettling and rehabilitating IDPs.
During the President’s visit to the State on December 11-12, neither the President nor the State administration provided any tangible assurance or fixed timeline for the restoration of long-suspended fundamental rights and constitutional guarantees to the people of Manipur.
The continued closure of National Highways and restrictions on free movement remain unabated, effectively suspending the fundamental right to freedom of movement for millions of citizens of Manipur.  
This is exacerbating insecurity, economic deprivation and suffering without any credible plan or timeline for resolution, said the memorandum.
By failing to secure highways, restore free movement or provide clear action plans in response to repeated calls from IDPs and the people of Manipur, the administration is breaching its constitutional duties and undermining trust, it said.
The IDPs then reiterated their demand that an updated written timeline and action plan for resettlement and rehabilitation of IDPs within December 2025 be provided without further delay.
A clear and binding road-map be issued for the restoration of fundamental rights and constitutional guarantees to the people affected by prolonged suspension of these fundamental rights, read the memorandum.
The IDPs have also urged the offices of the Governor and the Chief Secretary to publicly acknowledge the distress and deprivation of the people of Manipur and commit to effective, transparent and accountable implementation  in consultation with IDPs and civil society.
As citizens of India, the displaced and affected populations of Manipur have an inalienable right to freedom of movement, residence, livelihood, safety and dignity. These rights cannot remain unfulfilled through administrative inertia or symbolic gestures, it said.
“This memorandum is submitted with deep concern, unwavering resolve and earnest expectation that the Government will act with genuine urgency, sincerity and constitutional fidelity, recognising that continued denial of rights can only precipitate greater unrest and intensified public agitation in December and beyond”, it added.
