Update NRC before census operation : JFD

IMPHAL, Dec 21: The Just and Fair Delimitation (JFD) has categorically stated that no census operation must be carried out in Manipur until and unless all immigrants are identified by way of updating the National Register of Citizens (NRC) or a similar mechanism.
As a part of its campaign for just and fair delimitation, JFD organised public meetings at Nongren community hall and Nongdam Bazar community hall today.
Speaking at the public meetings, JFD convenor Jitendra Ningomba said it is known to all that illegal immigrants are responsible for the Manipur crisis which erupted on May 3, 2023.
He said that census operation is a key mechanism to fight the issue of illegal immigration.
As such, it is imperative to see that the Government of India’s initiative for census operations is carried out under well defined parameters in Manipur.
However, it will be impossible to conduct census operations within the established parameters in Manipur at present, given the State’s existing chaotic and restive situation, he said.
Saying that a large number of illegal immigrants were counted and put in the population lists during the last census exercise, Jitendra asserted that the illegal immigrants must be first picked out before going ahead with any census operation.
He said that abnormally high population growth rates were detected in many hill areas including Kuki inhabited areas of Manipur during the 2021 census exercise.
The JFD convenor attributed this abnormally high population growth to the influx of illegal immigrants.
Indian laws allow postponement of census operations in regions affected by natural disaster or war or large scale violence, he said.
Considering the existing highly restive condition, the scheduled census operation with regard to Manipur must be put off, Jitendra said.
NRC must be first implemented in the State. Moreover, illegal immigrants who came to Manipur after 1951 do not have any legal claim to be recognised as Indian citizens, he said.
A team of JFD went to New Delhi on December 15, 2025 and submitted a representation to the Ministry of Home Affairs on the need for identification of illegal immigrants before conducting census operations in Manipur.
If the Government of India decides to conduct census operations in Manipur without addressing the genuine concerns of the people, all sections of the society ought to fight the same decision collectively, the JFD convenor said.
