Status of complaint filed in July sought from CVC

IMPHAL, Dec 22: A letter to the Chief Vigilance Commissioner today has sought the status of a complaint filed in July 2025 seeking investigation against former Law Commissioner Nungshitombi Athokpam.
The complaint was filed by Advocate O Nutankumar Singh on July 14, 2025 alleging that the former Law Commissioner had functioned as the Joint Secretary of the Manipur Human Rights Commission (MHRC) without legal authorization.
Nungshitombi Athok-pam, at present, is holding the post of State Information Commissioner.
Providing additional RTI based information, the Advocate in the letter today reiterated that Nungshitombi Athokpam functioned and issued official orders as Joint Secretary, MHRC allegedly without any appointment or posting order traceable in the records of the competent authorities.
The complainant further claimed that he has obtained complete file notings of the order (1/1/2002-LAW(HRC)(Pt.), under which Nungshitombi Athokpam claimed authorization was given to her to function as Joint Secretary, MHRC while holding the post of Joint Secretary (Law).
The disclosed file notings, received through RTI, however do not contain any proposal, draft, approval, concurrence, or decision pertaining to the issuance of the order in question, claimed the complainant.
Urging the State Vigilance Commission to take the additional RTI based information on record, the complainant asked the Commission to inform the status of the initial complaint filed on July 14, 2025. The complainant urged the Commission to examine the matter in accordance with applicable vigilance norms and law, and take appropriate actions.
