Will Manipur University be a problem creator or MPSC?

Regarding the notification dated 19th December 2025 for the appointment of Assistant Professor notified by Manipur Public Service Commission ( MPSC), I would like to express some views concerning the concerned/ allied/ relevant subjects. The matter of concerned/ allied/ relevant subjects should be decided by the university concerned. Here, the MPSC refers to Manipur University in connection with the concerned/ allied/ relevant subjects. However, the Manipur University keeps on changing its concerned/ allied/ relevant subject from time to time by the equivalent committee. Are these reasonable questions? Is there any vested interest in this regard? No authority can decide the equivalency except the University concerned. I would like to mention a particular subject for more understanding and better discussion. Let’s us pickup “ Education.” In pursuance of the Resolution No.9 of the Equivalence Committee meeting held on 15.07.2025 a lot of subjects are identified as the Allied Subject and Education is one of them. For the department of Education, the allied subjects are Adult Education, Philosophy, Psychology, Sociology and Teacher Education. Does it mean that a candidate having M.A in Adult Education or Philosophy or Psychology or Sociology or Teacher Education besides fulfilling the required qualification like NET or JRF and even getting their Ph.D in a concerned or relevant subject can apply in the post of Education? On the other hand the equivalent committee does not offer any allied subject in the Department of Sociology. It is very interesting to know the fact that the allied subjects which are referred to the Office Order No/325 of the Manipur University by the Manipur Public Service Commission is only for the admission to Ph.D programme not the recruitment of the Assistant Professor. “The Office Order say like this : No MU/1/EQ/ O4 (Pt.1) In pursuance of the Resolution No.9 of the Equivalence Committee meeting held on 15.07.2025, the following subjects are hereby identified as the Allied Subjects for Admission to Ph.D programme of the respective Department as indicated against each…”
On the other hand, as per criteria for short-listing of candidates for interview for the post of Assistant Professor a few Academic Record, Score, Maximum Score are mentioned in Appendix -1 Table -3. Some of the academic records are Graduation 80% & above =21 score, 60% to less than 80%=19, 55% to less than 60%=16 and 45% to less than 55% =10 and so on. Here, the pertinent question is how score can be awarded to those candidates who did not offer the concerned subject or relevant subjects or allied subjects whether Honours or subsidiary subjects coming from different streams in the First Degree but MA or Msc. The graduation score must be given to those candidates who offer the same subject in both BA/Bsc and MA/Msc. Preference would be given to those candidates who offered the same subject in BA and MA. Besides, regular mode of learning would be given more preference rather than irregular mode of learning. Further it may be mentioned that in reply to a letter dated 19 October 2015 of the Deputy Secretary ( Hr.&Tech.Edn) Government of Manipur, the Manipur University gave the comments of the concerned Deans / Heads of Department regarding the equivalency of the degrees 1. M.A Education is not equivalent to MA ( Adult Education ) even with NET. 2. (a) MA English with NET in Linguistics/NET in Folk Literature (b) MA Linguistics, NET with Linguistics. Both cannot be treated as equivalent to M.A English with NET. 3. M.Sc Zoology is not equivalent to M.Sc Fishery. 4. A Master Degree in Sociology is not equivalent to Social Work and Population Studies. 5. A Master Degree in Economics is not equivalent to M.Sc. Agricultural Economics. 6. Master Degree in Computer Science with M.Tech with NET or Phd. Only M.Tech in Computer Science , Information Technology and Information Science are equivalent to Master Degree in Computer Science. Further the then Vice-Chancellor of Manipur University has approved the proceedings of the Departmental Meeting of the Education Department held on 31st October 2016 under Resolution No 2 and reproduced as under: “ Resolved that MA ( Education ) is Master of Arts in Education and M.Ed is Master of Education. They are not equivalent as MA ( Education ) is purely academic and M.Ed is professional . So, their apex bodies are different.
In conclusion: I would like to state that the professors of a University are highly academic and they are respected everywhere. It is the University where many scholars, intellectual persons, Philosophers and think-tanks gather knowledge and share their thoughts. They should solve difficult problems and they should not be problem creators. Or Will Manipur University be a problem creator or MPSC?
