IMPHAL, Dec 3 : Aligning the State's motor vehicle policy with that of the Nation, the Manipur Government has officially adopted the provisions relating to End-of-Life Vehicles (ELVs) as defined and notified by the Central Government.
According to a notification issued by Anurag Bajpai, Additional Chief Secretary (Transport), section 65 of the Motor Vehicles Act, 1988, defines ELVs as motor vehicles which are either no longer validly registered, whose registration have been cancelled due to a Court order, have been declared unfit after undergoing a fitness test or re-test as specified or which have been declared as "waste vehicle" by the legitimate registered owner due to any circumstances that may arise from, damage, natural disaster, riots or accidents.
Vehicles which fall under these definitions will have their registrations cancelled in accordance with the provisions of Chapter IV of the 1988 Act, added the notification.
The Transport Department will also take necessary steps to implement the provisions relating to collection, dismantling and scrapping of ELVs through Authorized Vehicle Scrapping Facilities in accordance with the Central Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021.
Further, the State Government has adopted the directions issued by the Ministry of Road Transport and Highways (MoRTH) permitting the renewal of registration of motor vehicles older than 15 years as well as 20 years subject to certification/examination for fitness of the vehicles by the competent authority on payment of the prescribed fees and taxes as revised from time to time.
