TYCM advises

IMPHAL, Dec 4: The Tribal Youth Council Manipur (TYCM) has advised the retired Judges of the District & Sessions Courts to think upon the representation they reportedly submitted to President of India, Droupadi Murmu, seeking action to rescind the Office Memorandum (OM) issued on November 26, 2025 by the Deputy Director (Budget), Ministry of Finance,  pertaining to the examination/creation of a "Separate Hills Budget".
The proposal for a Separate Hills Budget is aimed at ensuring development in the hill areas of Manipur, said a press release issued by TYCM.
However, questions have been raised as to whether such a budgetary framework, if implemented, might have implications on or affect the territorial and administrative integrity of the State
TYCM maintained that there is no question of bypassing the Governor of Manipur nor any breach of Article 371C, and the federal structure remains intact. At present, Manipur is under President’s Rule, and the State Budget is prepared and approved directly by the Union Government.
TYCM is of the view that the said representation submitted to the President of India by some retired Judges of the District & Sessions Courts appears to be intended to obstruct the developmental process in the Hill Areas of Manipur.
Such an approach may adversely affect peaceful co-existence among the diverse communities of the State, it said.
Saying that it is the rightful claim of the Scheduled Tribes (STs) to seek development for the hill areas of Manipur, TYCM endorsed the proposal for a "Separate Hills Budget".
