CJFD warns against census before NRC

IMPHAL, Jan 19 : The Campaign for Just and Fair Delimitation (CJFD) has issued a strong warning that unwanted incidents may break out if the Government and authorities concerned proceed with census operations in Manipur without first identifying outsiders who came to Manipur before 1951.
As a part of its public awareness campaign on the scheduled census operations, CJFD held public meetings at Taretkhul Taoroinai and Sekta Awang Leikai in Imphal East district today.
The public meetings resolved to see that outsiders/immigrants are first identified and the census exercise is carried out strictly as per rules without leaving any room for lapses or manipulation.
Speaking at the public meetings, CJFD convenor Jeetendra Ningomba asserted that all census operations must be put on hold until and unless all immigrants who came to Manipur before 1951 are identified by way of updating the National Register of Citizens (NRC) or a similar mechanism.
There is no objection to the census exercise if done accurately, he said.
However, large scale anomalies were committed in the census exercise carried out in the past and a large number of illegal immigrants were included in the population enumeration. It gave birth to many unwanted incidents and even a sustained armed aggression against the indigenous people of the land, Jeetendra said.
He said that it will be impossible to carry out census operations accurately given the current situation of Manipur.
The census exercise of 2001 was not done properly. As a result, implausible growth rates were recorded in many sub-divisions of hill districts.
These abnormally high growth rates indicated an influx of illegal immigrants, Jeetendra said.
He said that Indian law permits deferment of census operations if any region is affected by natural disaster or war-like situation.
Given the current restive situation of Manipur, census operations must be deferred, he asserted.
