NRC first, census later : IPSA

IMPHAL, Jan 19 : The International Peace and Social Advancement (IPSA) has stated that the census exercise must be conducted after updating the National Register of Citizens (NRC) and identifying all illegal immigrants in Manipur. Otherwise, the operation may become the cause of more turmoil in the State.
Representatives of 14 organisations- IPSA, PANDAM, ACOAM Lup, IPAK, KSA, Loya Lup, Kanglamei, KIL, CLK, ERDO, AKSIL, ANDOK, MIKAL and SWA, were present at the press briefing.
Speaking to the press at IPSA office in Keishampat, president Maibam Bisheshwor emphasized the need to consider the possible steps that can be taken by the people regarding the impending census exercise.
It is worth noting that on December 12, 2025 the Union Cabinet officially approved the proposal for conducting the Census of India 2027.
Meanwhile, on January 2, 2026 the Manipur Government issued a Gazette notification freezing all administrative boundaries from January 1, 2026, to March 31, 2027, to prepare for the upcoming Census operations. The IPSA president said that last year an academic discourse was conducted by IPSA and its associated 14 groups to discuss various prevailing issues in the State including demographic imbalance in Manipur.
Giving due consideration to the ideas shared by subject experts at the discussion, a memorandum was submitted to the Registrar General of India (RGI) calling for postponement of the census operation, emphasizing the prevailing restive situation in Manipur wherein free movement is restricted.
After their request went unheeded, another organisation- Joint Committee Opposing Delimitation Exercise in Manipur, Kangleipak- submitted memorandums to the Census Director, RGI and the Ministry of Home Affairs.
In the memorandum, JCODEM opposed the use of 1961 as the base year, reasoning that 1951 should be the base year as the Entry and Exit Pass System for outsiders was abolished in Manipur on November 18, 1950.
As these intimations have been ignored, Maibam Bisheshwor said that yet another reminder has been sent to the RGI to postpone the census operation until all illegal immigrants in Manipur have been identified.
At the press briefing, he sought the support and cooperation of the public to ensure that the census exercise is not carried out until the NRC is updated.
