IMPHAL, Jan 7: The High Court of Manipur has directed the Chairman and Secretary of the Board of Secondary Education Manipur (BOSEM) to appear before it in person for allegedly refusing to accept papers, supplied for printing textbooks and answer scripts, from a printing press.
Justice A Guneshwar Sharma gave the direction today while hearing a contempt case, filed by Epudhou Marjing Print & Advertising.
The Chairman and Secretary of the BOSEM shall appear before the Court in person on January 15, said the Judge.
Notably, an order of the Court on December 8, 2025 had allowed Epudhou Marjing Print & Advertising to procure and supply the papers meant for printing text books for the academic session starting January 19, and answer scripts for use in HSLCE 2026.
The contempt case, filed by the printing press, claimed that the BOSEM authorities have refused to accept the papers, brought in by 7 trucks, without assigning any reason.
Hearing the case, Justice A Guneshwar said the respondents, Chairman and Secretary of the BOSEM shall appear before the Court in person on January 15, and explain why the papers, supplied by the printing press, have not been accepted inspite of the interim order of December 8, 2025.
It may be mentioned that while the interim order was in place, the BOSEM Administrative Committee had met on December 13 and a decision was taken to procure 160 metric tonnes of papers (without watermark) in the first phase, and 290 metric tonnes of papers (with watermark) in the second phase.
The committee had also decided to use 70 GSM (DC) sheets for printing textbooks and 80 GSM(DD) sheets for HSLCE 2026 answer scripts.
