KSA alleges irregularities in appointment of CDC Director

IMPHAL, Jan 8 : The Kangleipak Students' Association (KSA) has alleged significant irregularities in the appointment of the Director of the College Development Council (CDC) at Manipur University (MU).
In a statement, KSA president Sukham Bidyananda highlighted that Professor H Sukhdeva, a faculty member at Indira Gandhi National Tribal University (IGNTU), was approved for the position of CDC Director during a University Executive Council meeting on May 30, 2025.
However, Bidyananda pointed out that Professor Sukhdeva was on extraordinary leave at the time of the appointment.
Questioning how someone on leave from one university could be appointed to a position at another institution, he noted that being on extraordinary leave meant that Sukhdeva was still officially associated with IGNTU.
He emphasised that a lien should be obtained from the parent institution for a Government employee on a Central post to join another department or university.
This procedure was not followed in the case of the CDC Director's appointment, he claimed.
Bidyananda further claimed that MU had sent a letter to IGNTU on March 28, 2025, requesting the release of Professor Sukhdeva, followed by a reminder on May 13, 2025.
However, he noted that IGNTU had not responded to either communication.
He accused MU Vice Chancellor Prof Lokendro of managing the university like his private office by violating the university’s guidelines, acts, and rules.
Saying that the situation at MU is alarming, he stated that KSA would launch a series of movements to safeguard the university.
