High Court of Manipur restrains MNCA from making financial decisions

IMPHAL, Feb 17 : In a major development concerning the election of the office bearers of the Manipur Cricket Association (MNCA), the High Court of Manipur has passed an order restraining MNCA office bearers from making major financial decisions.
The High Court passed the order after Ngangbam Robert, a candidate for the post of MNCA president, filed a petition challenging the election of Nongthombam Jiko Meitei as the president of the association for the term 2025-28.
The petitioner submitted to the Court that Citizen Development Committee Cricket (CDCC), one of the respondents that fielded N Jiko for the presidential post of MNCA, was not a “Full Member” of the MNCA and only “Full Member” can contest or vote in elections.
The petitioner also submitted that CDCC, remains an associate member as it was registered with the Registrar of Societies in February 2022 and is not eligible to be a “Full Member” until February 2027 (after a 5-year probation).
The Electoral Officer wrongly included CDCC in the final electoral roll as a Full Member, inflating the number of Full Members from 24 to 39, the petitioner added while praying the High Court of Manipur to stay the newly elected body or at least restrain the new elected office bearers from taking major financial decisions.
The Court after listening to both sides and perusing the MNCA's rules and the election records observed that the Electoral Officer had issued a draft electoral roll followed by a final Electoral Roll. The final electoral roll listed 39 Full Members.
It also observed that the Electoral Officer had previously treated CDCC as a Full Member in an election held in June 2024 and rejected objections against them. It also noted that CDCC is not eligible to become a Full Member until February 8, 2027.
Considering the fact that CDCC and its representative N Jiko were treated as Full Members in the previous election held in 2024 and the election held this year on January 21, the Court said that it was not inclined to stay the election of N Jiko as the president of MNCA.
The Court, on February 13 last, directed that the current elected body (led by N Jiko) shall not make major financial decisions, apart from day-to-day affairs, conducting tournaments and camps, and sending teams to various tournaments, and listed the case again on March 10, 2026.
