Manipur University Corruption case Court wants relevant documents on March 2

IMPHAL, Feb 20 : The Special Judge for the Prevention of Money Laundering Act, Imphal East has fixed March 2 for the submission of relevant documents from the Enforcement Directorate (ED) in relation to the chargesheet filed in the Manipur University corruption case.
This case involves Keirao MLA Lourembam Rameshwor and four others and the chargesheet was filed on January 5.
The accused include Lourembam Rameshwor Meitei, MLA of Keirao cum proprietor of Lourembam Enterprises, Kiyamgei Mamang Leikai; Konsam Jibankumar of Kongba Uchekon; Kshetrimayum Basanta of Naodam Bazar Keithel Macha Leikai; Nongmeikapam Tejendro of Singjamei Wangma Kshetri Leikai Mongkhang Lambi and Kshetrimayum Rustam Kumar of Porompat Soibam Leikai.
During proceedings, both the ED counsel and the counsels for the accused were present.
While the relevant papers were expected to be furnished today, some of the documents were found to be illegible, following which the Court has ordered the ED to provide legible copies of the documents.
The investigation began following an FIR filed by the CBI's Anti-Corruption Branch, Imphal against several Manipur University officials, including then Vice Chancellor HNK Sharma and contractor Lourembam Rameshwor, for their alleged involvement in a criminal conspiracy to defraud Manipur University.
The case pertains to a fraudulent tender for furniture supply to the university’s International Guest House.
According to the ED's investigation, the officials awarded the tender to Lourembam Enterprises without following proper procedures, violating General Financial Rules (GFR) 148.
The total amount allegedly misappropriated by the contractor, in collusion with the university officials, is Rs 74,01,978. The case was lodged in 2018 and the alleged fraud spanned the period 2012-2016.
In a related development, the Directorate of Enforcement’s Imphal Sub-Zonal Office had provisionally attached three immovable properties worth around Rs 71 lakh in connection with the case in October last year.
The attached properties include a residential property worth Rs 23.95 lakh, owned by Konsam (Ongbi) Sheityabati, wife of K Jibankumar, the then Finance Officer (in Charge) of Manipur University, and two plots of agricultural land worth Rs 48 lakh held by Lourembam Rameshwor.
