Imp-Kangchup-Tamenglong Road State Govt yet to furnish completion report

IMPHAL, Feb 21: The State Government has failed to furnish completion report of the Imphal-Kangchup-Tamenglong Road or IKTR in short which was constructed with loan from the Asian Development Bank (ADB).
IKTR which is around 103 Kms long was constructed under the South Asia Sub-Regional Economic Cooperation (SASEC) Programme with ADB funding 90 per cent of its total cost.
The initial estimated cost of the project was Rs 1380 crore but it was later revised to 1766 crore.
Out of this total estimated cost, ADB released over Rs 1447.48 crore and the State Government released its 10 per cent share amounting to Rs 115.20 crore.
The total amount released for the project was Rs 1564.81 crore but the project remains incomplete till date.
Even though the ADB’s loan term expired in 2024, the road construction project could not be completed. ADB refused to sanction any further loan. Instead, it repeatedly asked the State Government to furnish completion report of the IKTR project, sources said.
Some four/five months back, ADB repeatedly asked the State Government to furnish the completion report but the State Government is still unable to furnish the completion report.
The State Government is  unable to furnish the completion report because the road construction work is not complete yet, said the sources.
According to the sources, ADB knows well that the amount it sanctioned and the condition of the road are quite incommensurate.
Out of the total length of around 103 Kms, only 20 Kms had been completed. Moreover, construction of three bridges are yet to be completed.
As such, ADB is suspicious that a huge portion of the amount it sanctioned had been misappropriated.
Taking serious note of the State Government’s failure to furnish completion report for the IKTR amid strong suspicion of misappropriation of a huge amount, ADB has not been releasing any money for the Imphal Ring Road Project even though the project has progressed considerably.  
For the 51.23 Kms long Imphal Ring Road, the State authorities are expecting Rs 1374.75 crore from ADB.
But the highly doubtful nature of executing the IKTR Project has proved to be a serious impediment, though indirectly, to the Imphal Ring Road Project, the sources said.
