IMPHAL, Feb 4 : With the revocation of President's Rule, the Kuki-Zo Council (KZC) has expressed its opposition to the formation of a Government in Manipur, issuing a warning to the Kuki-Zo MLAs.
In a statement issued today, the KZC declared that any Kuki-Zo MLA who chooses to participate in the Government formation will be doing so in their individual capacity and the Council will not be held accountable for any consequences resulting from 'such a unilateral decision.'
Despite this warning, Kangpokpi AC MLA Nemcha Kipgen has been sworn in as the Deputy Chief Minister of the Manipur Government, which is headed by Singjamei AC MLA Yumnam Khemchand.
Not only was Nemcha Kipgen sworn in as the Deputy Chief Minister, but LM Khaute and Ngursanglur Sanate, two Kuki-Zo MLAs from the BJP, also entered Imphal for the first time since the crisis began to participate in the oath-taking ceremony of the new Chief Minister, Deputy Chief Minister, and other Ministers at Lok Bhavan this evening.
While Nemcha Kipgen took her oath virtually, LM Khaute and Ngursanglur Sanate shook hands and exchanged greetings with people from both the ruling and Opposition parties at Lok Bhavan during the oath taking ceremony, thereby upholding the tradition of democracy.
The KZC stated that a meeting of its governing council, held on December 30, 2025, resolved that the Kuki-Zo people cannot and will not participate in the formation of the Government of Manipur.
This stance was reaffirmed on January 13, 2026, during a joint meeting of the Suspension of Operations (SoO) groups, the KZC, and Kuki-Zo MLAs, commonly referred to as the 'Lungthu Meeting,' which was held in Guwahati, the Council said and added that the meeting passed a resolution for the Kuki-Zo people to not participate in Government formation unless both the State and Central Governments provide a clear, written assurance to address the political demands of the Kuki-Zo people.
The Council also affirmed that it stands unwavering in this decision.
Reiterating the demand of the Kuki-Zo people for a Separate Administration in the form of a Union Territory with a legislature, the Council stated that it is neither logical nor acceptable for the Kuki-Zo people to participate in the Government formation.
The Council urged all Kuki Zo MLAs to respect the collective will, sentiments and political aspiration of the Kuki-Zo people.
