Census after SIR : CM

IMPHAL, Mar 11 : Chief Minister Y Khemchand Singh has stated that the start of the census exercise in Manipur will take some time as the Special Intensive Revision (SIR) and houselisting must be completed first.
Responding to a motion raised by CLP leader K Meghachandra, Khemchand said that he has communicated with the Election Commission of India (ECI) regarding the census exercise in the State.
The Chief Minister reiterated that the State Government will first carry out the SIR and houselisting processes before the population count begins.
Khemchand also stated that he has taken note of the suggestion raised by Meghachandra to commence the census after all internally displaced persons (IDPs) are resettled.
Raising the cut motion, Meghachandra suggested that the House pass a resolution to defer the census until complete normalcy is restored in Manipur.
He stated that conducting the census amid the prevailing situation will not yield an accurate record. Proceeding with the census before resettling the IDPs and identifying illegal immigrants would be a mistake, he continued. He also stated that people of Manipur want postponement of the census until the issues of IDPs and illegal immigrants are resolved. Stating that the house census is scheduled to begin from April 1, he questioned how the Government plans to conduct the census when both Meitei and Kuki IDPs are still displaced from their homes. People are still unable to move freely across the State, he said and suggested that either the House adopt a resolution to defer the census, or the Cabinet pass a similar resolution to delay it. He also mentioned that giving households 15 days for self-enumeration in the census creates an opportunity for fraudulent submissions. Stating that the Centre plans to complete the entire census operation by 2027, he urged the State Government to take concrete action to defer the census in Manipur until the IDPs are resettled and normalcy is restored in the State.
