Adopt stand to update NRC : CSOs to MLAs

IMPHAL, Mar 12 : The Civil Society Organisations (CSOs), Kangleipak has urged the legislators of the State to pass a collective resolution to defer the census exercise until the National Register of Citizens (NRC) is updated in the context of Manipur during the ongoing State Assembly session.
Addressing the media at the IPSA office in Keishamthong today, CSOs, Kangleipak spokesperson Shanta Nahakpam said they welcomed the remark made by the Chief Minister during yesterday's House session on census but noted that the remark differed somewhat from the aspirations of the people.
According to the Chief Minister, the Government plans to begin the population counting after the Special Intensive Revision of the electoral rolls and houselisting, he said.
Shanta added that their demand is for the census exercise to take place only after the NRC is updated, as the delimitation of Constituencies will be based on the census report.
He also pointed out that AMSU and AMSCOC had signed a Memorandum of Understanding with the Government in 1980 to identify illegal immigrants, but these agreements have yet to be translated into action.
The attendance of seven Kuki-Zo MLAs, including Deputy Chief Minister Nemcha Kipgen, in a virtual mode during the ongoing Assembly session highlights that the crisis in Manipur is still unresolved, he said, asking how the Government plans to proceed with the census under such circumstances.
The Members of the House need to discuss the differences between SIR and NRC during the Assembly session, he said and urged all the legislators to pass a resolution to go ahead with the census after updating the NRC.
IPSA president Maibam Bishweshwore stated that aligning the SIR with the census is irrelevant.
Stating that abnormal population growth was detected in some sub-divisions in the 2001 and 2011 census reports, he asserted that the upcoming census should only be conducted after updating the NRC in the context of Manipur.
