IMPHAL, Mar 11: On the third day of the ongoing session, the Manipur Legislative Assembly passed 14 Demands for Grants for the financial year 2026–27 amounting to Rs 5,471,91,20,000.
The seventh session of the 12th Manipur Legislative Assembly proceeded today with Leader of the House, Chief Minister Yumnam Khemchand Singh laying the 14 demands for discussions, and voting for grants on the table of the House.
Following this, a total sum of Rs 5,471,91,20,000 for 14 departments was passed for the financial year 2026-27 on the third day of the ensuing session of the House.
These include a sum of Rs 349,10,69,000- for Demand No 1-State Legislature; Rs 14,16,70,000- Demand No 2-Council of Ministers; Rs 149,00,27,000- Demand No 3-Secretariat; Rs 137,54,51,000- Demand No 4 -Land Resources; Rs 3183,97,49,000- Demand No 7-Police; Rs 884,51,28,000- Demand No 8- Public Works Department; Rs 85,13,03,000- Demand No 21-Textiles, Commerce and Industries (TCI); Rs 405,90,28,000- Demand No 23 -Power; Rs 102,14,19,000- Demand No 25-Youth Affairs and Sports Department; Rs 37,37,88,000- Demand No 32-Jails; Rs 5,56,38,000- Demand No 35 -Printing; Rs 43,73,56,000- Demand No 37 -Fisheries; Rs 52,40,72,000- Demand No 41- Art & Culture; and Rs 21,34,22,000- Demand No 49-Economics and Statistics.
The demands were approved by the House to meet the expenditure during the financial year ending March 31, 2027.
Leader of the House also tabled three reports in the House including (i) Annual Report 2025-2026 of Manipur Lokayukta (ii) Annual Report 2023-2024 of Manipur Information Commission and (iii) Economic Survey Manipur 2024-25 of the Directorate of Economics and Statistics.
The House then took up further legislative business as per the listed agenda.
During the session, cut motions on Demand No 7, 8, 23, 25 and 41 was raised in the House by MLA of Wangkhem Assembly Constituency K Meghachandra Singh.
Replying to the queries raised by MLA K Meghachandra, Chief Minister Yumnam Khemchand Singh stated that the Government has already communicated with the Election Commission of India and after the completion of the House listings and Special Intensive Revision (SIR), census can begin. He also informed the House that the census is conducted under the supervision of the Registrar General of India.
Replying to the cut motion regarding the issue of the illegal immigrants, Home Minister Govindas Konthoujam stated that committees have been formed to check illegal immigrants.
Security deployment and combined security flag march and deployment at the sensitive areas are still on. Area domination to prevent illegal drug peddlers in the border areas is also continuing, he informed.
At the conclusion of the morning session, the House passed the Manipur Appropriation (No 1) Bill, 2026, which was moved by Chief Minister Yumnam Khemchand Singh. Following this, the House was adjourned until 11 am the next day for the subsequent sitting.
