Centre okays Rs 430 cr under PMGSY-I

IMPHAL, Mar 13: Even though PMGSY Phase I has been cancelled all over the country except Jharkhand, the Central Government has approved Rs 430 crore for Manipur.
This was stated by Chief Minister Y Khemchand in the State Assembly today in the course of discussing a demand for grants pertaining to the Community and Rural Development.
Responding to a cut motion raised by MLA Th Lokeshwar, Khemchand said that PMGSY Phase-I has been cancelled all over the country except Jharkhand on the ground that its time had expired.
The Chief Minister stated that he recently met the Union Minister concerned and presented a detailed report on the State’s violent crisis and its impacts on development works.
Following this convincing report, the Central Government agreed to sanction Rs 430 crore under PMGSY Phase-I for Manipur, he said.
He said that tender processes for most of the PMGSY Phase-I works were done in 2017.
Churachandpur district was lagging behind other districts in the implementation of PMGSY works. Around 400 Kms road works were yet to be implemented in the district.
As contractors started executing the PMGSY works in full swing to bring Churachandpur at par with other districts, the violent crisis broke out and many costly machinery were set ablaze, Khemchand said.
Responding to another policy cut motion raised by Th Lokeshwar on Labour and Employment, the Chief Minister said that 2542 sewing machines were purchased in 2021 at the rate of Rs 12980 per piece and the same were distributed to Labour Card holders in January 2022.
After this, the Government has not considered purchasing sewing machines, he said. So far, 81,242 Labour Cards have been issued. In addition, Labour Cards have been issued to 6813 IDPs, Khemchand said.
Clarifying to a policy cut motion raised by Th Lokeshwar on Tribal Affairs and Hills, Deputy Chief Minister Nemcha Kipgen who is also in-charge of TA & Hills Department said that there is no question of the department committing irregularities in the process of giving scholarships to students against the guidelines laid down by the Ministry of Tribal Affairs.
The department has been giving two types of scholarships viz; pre-matric (Classes IX and X) and post-matric (Class XI to Graduate).
During 2023-24 and 2024-25, scholarship amount of around Rs 3.19 lakh of 3651 students could not be debited to the students’ bank accounts as the banks were not linked with Aadhaar, Nemcha Kipgen said.
Earlier, Th Lokeshwar said that political influence and partisan nature could be seen in the process of issuing Labour Cards.
He urged the Government to look into the complaints of denying scholarships to many poor students by TA & Hills Department. Lokeshwar further urged the Government and the Deputy Chief Minister to hold ADC elections at the earliest.
