‘Pact with Pambei-led UNLF still stands’

IMPHAL, Mar 16 : The peace agreement signed between the Government of India, Government of Mani-pur and the Pambei-led UNLF on November 29, 2023 still remains effective but only five months’ stipends have been paid to the cadres so far.
This was stated by Home Minister Govindas Kon-thoujam in the State Assembly today in response to a query raised by MLA Okram Surjakumar.
The number of verified cadres of the Pambei-led UNLF is 1453 and they are being given a monthly stipend of Rs 6000 each, he said.
Surjakumar said that the cadres may explore other means of earning livelihood and this may create difficulties to the public if the monthly stipends are not released in time.
The Home Minister replied that the Government of India has released Rs 5,83,44,000 so far and stipends have been paid for five months from December 2023 to April 2024.
The State Government has sent a proposal of Rs 5,16,60,000 for paying stipends for six months from May 2024 to October 2024, Govindas said.
Out of Rs 16,39,68,000 incorporated in the budget, Rs 7,64,55,425 was utilised in organising Players’ Day, Durand Cup, Tri-National Football Tournament, Subroto Cup and National School Games. Another Rs 4,46,98,923 was spent on participation in sports events, said Govindas Konthoujam who is also in-charge of YAS Department.
Out of Rs 1.50 crore incorporated in the budget for providing financial assistance to sports associations, Rs 1,06,00,000 was spent, Govindas said.
Surjakumar asked if it would not be better if the amount of over Rs one crore spent in organising Players’ Day is utilised in players’ training, infrastructure development and talent hunt.
Taking due note of the fact that most of the existing sports infrastructure are outdated, the State Government sent a proposal of Rs 23 crore to Union Sports Minister Anurag Thakur in 2023-24 for updating the sports infrastructure, Govindas said.
 Expenditures incurred by sports associations in sending teams/players to sports championships held outside the State could not be reimbursed as they did not furnish the requisite documents, he said.
If the associations furnish the requisite documents, the department will initiate due process to release reimbursements, he added.
To a query raised by Th Lokeshwar regarding construction of Sawombung-Sagolmang-Keibi road, Chief Minister Y Khemchand said that the work is allotted to M/S Kim and Sons.
Out of the total sanctioned amount of Rs 29.65 crore, Rs 16.69 crore has been spent.
Lokeshwar asserted that no e-tender was done at the time of allotting the contract work and there was no quality control at the time of executing the contract work.
Pointing out that the situation is not favourable for resettlement of IDPs at Ikou, Sadu Yengkhuman, Moreh and Churachandpur, Lokeshwar said that the financial assistance given by the Government of re-construction of houses may be spent on other purposes and the IDPs may be left with no money when the situation is favourable for re-construction of houses.
He urged the Home Minister to see that financial assistance for construction of houses are transferred to only those IDPs whose villages/homes are ready for resettlement.
Govindas replied that the financial assistance was transferred to the account of beneficiaries based on the recommendations of concerned DCs.
He said that he would instruct concerned officials to transfer financial assistance for construction of houses to only those IDPs whose villages are now favourable for resettlement.
