Fresh proposal for Shangshak-Tpl corridor sought

IMPHAL, Mar 18: The Ministry of Road Transport and Highways has written to State PWD Chief Engineer to submit a detailed single proposal for development of the entire Shangshak-Tengnou-pal section of the NH-102A.
The Ministry informed that it has in principle approved de-sanction of Package-1 and Package-3 pertaining to widening and improvement of Shangshak-Tengnoupal Road.
It would be appropriate to take up the development of the entire Shangshak-Tengnoupal corridor as a single corridor proposal to facilitate continuous development and better project planning, said the Ministry, asking the Public Works Department to submit a detailed proposal for the same.
The single proposal may include the junction of NH-102A with NH-202 up to Shangshak which is not included in the existing proposal under Package-1, said the Ministry.
In the letter to the PWD, the Ministry noted that the implementation of Package-1 (Km 0.00 to Km 38.700) and Package-3 (Km 78.250 to Km 126.250) related to widening and improvement of the Shangshak-Tengnoupal section of NH-102A has been affected by several issues.
The Ministry said the Package-1 has run into issues related to construction of temporary structures within the proposed Right of Way (RoW) affecting the progress of land acquisition.
On the other hand, the tender process for Package-3 has been affected by litigation before the Gauhati High Court, it said.
Moreover, the stretch from the junction of NH-102A with NH-202 up to Shangshak has not been included in the present proposal under Package-1, though this stretch is required for development of the entire Shangshak-Tengnoupal corridor in continuity, it noted.
Considering the issues facing the present proposal, and the requirement of integrating the excluded stretch, it has been considered appropriate to take up development of the entire Shangshak-Tengnoupal corridor as a single corridor proposal to facilitate continuous development and better project planning. Accordingly, the competent authority has approved in principle the de-sanction of Package-1 and Package-3, said the Ministry.
The entire Shangshak-Tengnoupal corridor of NH-102A, including the road from the junction of NH-102A with NH-202 up to Shangshak, may be taken up subsequently as a single proposal and the State Government may submit a detailed proposal for the same for consideration of the Ministry, it said.
In the meantime, the State Government is requested not to proceed further with land acquisition for Package-1 and Package-3 until the entire corridor proposal is reconsidered, it added.
