CM champions inclusive growth

IMPHAL, Mar 18: While emphasizing that inclusive growth is the fundamental prerequisite for lasting peace and stability in Manipur, Chief Minister Y Khemchand today released ‘State Focus Paper 2026-27’.
State Credit Seminar 2026 organised by the National Bank for Agriculture and Rural Development (NABARD), Manipur Regional Office was held today at Hotel Imphal with Chief Minister Y Khemchand as the chief guest.
During the seminar, the Chief Minister officially released the State Focus Paper 2023–24, which outlines a comprehensive credit plan for the State. He also virtually inaugurated a TRIBES project located in Churachandpur.
Addressing the gathering, the Chief Minister stated that sustainable peace cannot be achieved without holistic development.
He noted that while the State has seen improvements in law and order, true stability requires a robust economy where every citizen feels a sense of progress.
"The Government is working on the foundational principle that inclusive growth leads to a peaceful and stable society," the CM remarked.
He further highlighted that the theme of the State Focus Paper, "Credit Led Development in Manipur," is highly appropriate for the current economic climate.
The Chief Minister called for stronger institutional credit support at the grassroots level.
He identified Horticulture, Fisheries, and Handloom & Handicrafts as high-potential sectors that can transform the rural economy and urged financial institutions to extend full support to Farmer Producer Organizations (FPOs), rural start-ups, and Agri-entrepreneurs.
The State Government is committed to working with banks to improve "credit absorption capacity" and ensure efficient project implementation, Khemchand said.
The Chief Minister also called upon banks, Government departments, and all stakeholders to work with renewed commitment toward building a "prosperous, resilient, and self-reliant Manipur."
Chief Secretary Dr Puneet Kumar Goel, provided a technical breakdown of the NABARD State Focus Paper. The document estimates a total credit potential of Rs 3,500 crore for Manipur for 2026-27 of which 51 per cent is for Agriculture and allied activities, 37 per cent for MSME sector and 12 per cent for other priority sectors.
Dr Puneet Kumar Goel emphasized that this roadmap would serve as a vital tool for resource development and help bridge the developmental gaps in various sectors of the State.
He said that the State Government and NABARD have been working to strengthen the rural credit ecosystem in the State.
The seminar saw participation from top financial and administrative officials, including N Shridar, General Manager/Officer-in-Charge, RBI Imphal, Partha Mandal, General Manager/Officer-in-Charge, NABARD Imphal, T Pamei, Commissioner (Horticulture) and Ratan Mani Soram, Assistant General Manager, NABARD Imphal.
