DRDA employees still await Court-ordered promotion

IMPHAL, Mar 20 : Even as the High Court of Manipur directed the promotion of two Assistant Project Officers (APOs) of the District Rural Development Agency (DRDA), Senapati, an allegation has emerged that the order remains unimplemented, depriving the two APOs of their opportunity for promotion before retirement.
Of the two employees, one is set to retire on January 31, 2027.
According to a well placed source, the two employees were recommended for promotion to Project Officers by a duly constituted DPC for DRDA, Senapati on March 8, 2015.
The proceedings of the DPC were submitted to the Administrative Department (AD) and the same was approved by the AD on May 7, 2016.
On May 9 of that year (2016), an appointment order was  issued to regularise 48 employees of DRDA, Senapati including the two APOs to higher posts.
Later on November 18 of 2016, the AD issued another order to absorb and regularise 80 employees of DRDAs of all districts into RD&PR Department.
However, the source continued that the two employees were absorbed and regularised as APOs instead of Project Officers.
It said that Thongam Homendro (51), a resident of Khongnang Pheidekpi and William Maram (36) of Taphou Naga Village in Senapati filed a writ petition before the Manipur High Court on June 11, 2018.
After conducting a hearing for about six years, the Court passed a judgment on December 27, 2024 to appoint the two employees as Project Officers with effect  from November 18, 2016 and to provide the pay and allowances attached to the post of a Project Officer with all service benefits.
Accordingly, the source said, a legal notice  was served to the Commissioner of RD&PR  and the DC/Executive Director of DRDA, Senapati for compliance of the order of the High Court.
The source claimed that the authority concerned, however, is playing delay tactics in implementing the Court order, depriving the two employees of their crucial career opportunity.
