No rice since Nov 2025: CCpur IDPs

IMPHAL, Mar 23: Internally displaced persons (IDPs) currently taking shelter in different relief camps in Churachandpur have complained that they have not been getting any rice since November 2025.
IDPs taking refuge in multiple relief camps across Churachandpur have formally petitioned the Deputy Commissioner, Chura-chandpur citing a severe lack of basic necessities including rice and insufficient financial aid.
The representation highlighted a growing crisis following the implementation of the Direct Benefit Transfer (DBT) system on November 1, 2025.
Since the shift to DBT, the IDPs claimed that essential Government support— including rice, dal, and vegetables—has effectively ceased, leaving them to rely solely on a daily cash allowance.
The IDPs stated they have not received any OMSS(D) rice, a specific allocation intended for displaced persons, since the DBT system began.
Open Market Sale Scheme (Domestic) or OMSS(D) permits State Governments to procure rice directly from the Food Corporation of India (FCI) on a payment basis, bypassing e-auction entirely.
This was specifically earmarked and made opera- tional for IDP relief purposes from November 2025 onward in tandem with the introduction of the DBT system in place of in-kind food distribution on November 1, 2025.
The current daily allowance of Rs 84 per person is another primary concern highlighted through the representation.
The IDPs said that this amount is inadequate to cover basic food requirements and urgent medical expenses.
“The only help we receive from the Government is Rs 84 per day... which is very much difficult for us to maintain our family," the letter states.
The petition, supported by signatures of 130 IDPs staying in the relief camps of Lanva TD Block Lingsiphai, Sadbhavna Mandap Khominthang, Sadbhavna Mandap KIC Tuibong and Community Hall Tuibong, outlines five urgent requirements:
Increased financial aid: Raising the daily allowance from Rs 84 to Rs 100, noting that some camps have already been receiving the higher rate since November 2025.
Restoration of food supplies: Immediate provision of allocated OMSS(D) rice and essential commodities like dal, salt, sugar, and cooking oil.
Medical and social welfare : Guaranteed access to free medical aid and facilitation of Government welfare schemes for students, widows, and the elderly.
The IDPs expressed hope for a "positive and compassionate response" from the district authorities to improve their current living conditions, which they describe as increasingly unsustainable.
