SoO conceptualised to crush revolutionary orgns: PREPAK

IMPHAL, Mar 24 : The proscribed PREPAK has asserted that the Suspension of Operation pact was conceptualised and signed with the primary objective of crushing the insurgent groups of Kangleipak which have been refusing to be drawn into ceasefire agreements or peace talks.
The Assam Rifles first signed SoO with 25 Myanmar-based Chin-Kuki-Zo groups that had never fired a single bullet toward the Indian security forces in 2005 and the tripartite SoO with the Government of India and the Kanglei Government came into effect in 2008 to launch a proxy war against the revolutionary organisations of Kangleipak, the outfit recalled in a statement issued by its Interim Council Chairman Aheiba Angom on the occasion the 46th Red Army Uprising Day (March 26).
It alleged that, in this proxy war, India has been providing the armed Kuki militants weapons, ammunition, logistic support and monthly stipend, and making them gather intelligence about the revolutionary organisations and even attack them.
It said that the Indian Government wishes to crush the revolutionary organisations which have snubbed peace talks, by any means necessary.
If the Government of India really wants to end the ethnic conflict that ensued the direct and deliberate attack launched by the Chin-Kuki-Zo narco-terrorists on the valley dwellers on May 3, 2023, they could end it at any moment. The conflict is deliberately prolonged under certain agenda, Aheiba Angom alleged.
First, India’s regional ambition expanded from fighting the revolutionary organisations of Kangleipak to the successful execution of Kaladan project and greed for the natural resources available in Myanmar leading to geo-political conflict with China.
In order to protect the construction of Kaladan Project in Myanmar, on which India has invested considerable funds, from being disrupted and wrecked by the Arakan Army, India befriends the Chin-Kukis of Myanmar with the help of the Kukis of Kangleipak. Along with them, the Assam Rifles also reach the Kaladan project site from time to time, read the Interim Council Chairman’s statement.
It said that the conflict in Kangleipak worsened as the armed Chin-Kuki-Zo of Myanmar, who fled their country to escape from the military crackdown, crossed border into Kangleipak, and joined hands with their ethnic brethren—Kuki-Zo narco-terrorists of the State.
They are all armed with sophisticated weapons allegedly provided by India and other foreign countries. Together they attacked the Meiteis. That was a big gain for India—to kill two birds with one stone, it said.
When the Kuki-Zo narco-terrorists, armed to the teeth, attacked the innocent and unarmed people in the valley, the Government utterly failed to protect them.
The civilians rose to unite as one and fought the attackers together. That must have certainly astonished India.
Meiteis survived the seven years of devastation by the Avas and grew stronger through a number of movements and tumults. India had better not forget that Meiteis, along with indigenous peoples, will rise together as one and restore Kangleipak’s sovereignty and independence, it asserted
“If we are to overcome this conflict triumphantly, we must accept help from people with goodwill, not through force. The most important step now is to cease the attacks that are causing destruction and heavy losses on both sides. In making this possible, religious leaders, elders, youth, students and women leaders have a crucial role to play”, it said.
Restoring the trust and harmony that existed before the conflict will take time and careful effort. Since Kangleipak is a land where different communities live together, any demand made by one community should be acceptable to all, the Interim Council Chairman asserted.
In the military operations carried out by the PDF and other rebel groups against the military junta in Myanmar, the interest of the US is a significant factor. The US, like China, holds substantial strategic interest in Myanmar.
The US has been extending various forms of assistance to the PDF-led NUG following the overthrow of Aung San Suu Kyi’s NLD Government in the 2021 military coup.
Prior to this, the US had planned to support her administration and had significant strategic interest in Myanmar—interest that contrasted with those of China.
While Myanmar maintains cordial relations with China, it also has friendly ties with Russia and procures military aid, including arms and equipment, from Russia.
Seeking to oust the military junta in Myanmar—which maintains strong ties with China and Russia—a joint mission involving drone and military experts from the US and Ukraine was recently launched to support the People’s Defence Force (PDF).
The team was sent to Myanmar via Mizoram. The infiltration of six Ukrainian Nationals and one American citizen into Myanmar was a coordinated operation involving the US, Ukraine and India. The group travelled to Mizoram and crossed into Myanmar, where they provided Ethnic Armed Groups (EAGs) with specialized training in drone warfare and the use of advanced military equipment, read the statement.
Even though India’s interest aligns with that of the US as far as containing Chinese influence over Myanmar is concerned, but for India, supporting the PDF and other ethnic armed groups of Myanmar has another purpose—to use them to end the rebel organisations of the North East, it said.
The outfit said that Kangleipak endured two profound tragedies––the first one being the alliance with the British Indian Empire which led to the loss of Kangleipak’s sovereignty, and the second one being the forcible merger of Kangleipak into the Indian Union.
The so-called Merger Agreement signed on September 21, 1949 was a total breach of Indian Independence Act, 1947, Manipur Constitution Act, 1947, UN Charter, international laws and Vienna Convention on the Law of Treaties, 1969.
The so-called agreement was not approved by the Manipur Assembly, which was elected by the people, and rejected by several people’s conventions held later, it said.
Before Kangleipak was annexed by India, all Kangleichas of hills and valley lived in a state of complete and enduring harmony. But after 1949, India conceived ways to create hill-plain separation to suit the plan to create a Nagaland State in the neighbourhood and then issues of homeland demands which never existed earlier surfaced, according to the Interim Council Chairman’s statement.
It also highlights the huge casualties and untold suffering brought about by the ethnic conflict which erupted on May 3, 2023.
“The Red Army should always bear in mind that as long as we bravely continue to launch open and covert offensives against the IOF, the hour for restoring our lost independence and sovereignty and reaching our revolutionary goal is getting nearer. This will enable us to regain our motherland’s lost sovereignty and independence”, it said.
PREPAK Interim Council Chairman Aheiba Angom has also saluted and conveyed best wishes to all the people suffering the pains of subjugation as well as the army wings of like-minded fellow revolutionary organisations of Kangleipak and WeSEA region.
