CJFD points out contrast between Assam & Manipur

IMPHAL, Mar 30: The Campaign for Just and Fair Delimitation (CJFD) has asserted that while the Chief Minister of Assam has initiated several measures to protect the indigenous people, the Government of Manipur has been victimising people who have been shouting to protect the indigenous people.
Meanwhile, the Meetei (Meitei) Tribe Union (MMTU), Kabui Union Manipur and CPI Manipur State Council have joined the popular demand to first identify and deport illegal immigrants before going ahead with the census operations.
A public meeting held today at Nambol Govindagram on the Government’s adamant posture to carry out census operations amid stiff opposition.
Speaking at the public meeting, CJFD convenor Jeetendra Ningomba questioned how the Henglep Sub-Division SDO issued an order for appointment of census enumerators in defiance of the order issued by the Home Commissioner regarding deferment of house listing process.
These contradictory or inconsistent orders reflect the Government’s insincerity with respect to the census operations, he said.
With the population of illegal immigrants growing alarmingly in the State, they have adopted a domineering  posture, putting all the indigenous people in a very precarious position, Jeetendra said.
Unfortunately, the political leaders have been turning away from the popular demand to weed out illegal immigrants. Moreover, they have been telling all kinds of lies to the people, he said.
This is in stark contrast to the policy of the Government of Assam. The Chief Minister of Assam has been working hard to drive away illegal immigrants from Assam.
Even though illegal immigrants have been posing serious political, economic and cultural challenges to the indigenous people in Manipur, the political leaders of Manipur, instead of working to drive away the illegal immigrants, have been patronising the ever swelling population of illegal immigrants, the CJFD convenor said.
With such irresponsible leaders at the helm of affairs, the indigenous people are staring at total annihilation, he said.
Jeetendra decried that the State Government has not been paying any heed to the call of CJFD and the people to defer census operations until illegal immigrants are identified.
Even though the Home Commissioner issued an order on March 22, 2026 whereby the house listing work was deferred to September 2026, the Henglep SDO issued a notification on the same day listing the names of census enumerators.
The SDO’s notification undermined the Home Commissioner’s order, he remarked.
Such inconsistent orders/notifications reflect the State Government’s insincerity as far as works related to census are concerned, he added.
Meanwhile, the Kabui Union Manipur, MMTU and CPI MSC too have asserted that the census operations should be carried out only after illegal immigrants are identified and deported.
A press release issued by the Kabui Union Manipur said that there has been incessant influx of illegal immigrants into Manipur after the Pass/Permit system which was in force in Manipur before its merger into the Indian Union was abolished by then Commissioner Himat Singh on November 18, 1950.
Conducting census exercise without first identifying illegal immigrants will give undue privileges to the illegal immigrants and it will pave the way for illegal immigrants to obtain Indian citizenship, the Kabui Union said.    
It questioned who stands to benefit and who stands to lose from any delimitation based on such census exercises.
The Kabui Union Manipur asserted that the political rights of indigenous people can be protected only when the NRC is updated with 1951 as the base year.
