IMPHAL, Mar 30
The Centre has earmarked Rs 25,000 crore under the ‘Pride of Hills’ component of the Special Assistance to States for Capital Investment (SASCI) 2026–27, with Arunachal Pradesh receiving the highest allocation of Rs 4,900 crore, Mizoram receiving the lowest allocation of Rs 100 crore, and Manipur receiving Rs 2,400 crore among the nine hill States in India.
The scheme aims to address the unique financial and developmental challenges faced by hill States due to difficult terrain, inaccessibility, low population density, and limited revenue-generating capacity. Officials said these factors have resulted in weaker fiscal indicators, including high debt-to-GSDP ratios and lower own-tax revenue.
Reacting to the development, Manipur Chief Minister Yumnam Khem-chand Singh expressed gratitude to Prime Minister Narendra Modi and Union Finance Minister Nirmala Sitharaman for introducing the ‘Pride of Hills’ component.
Manipur CM wrote on his X post, “On behalf of the people of Manipur, I express my sincere gratitude to Hon’ble PM @narendra-modi ji and Hon’ble FM @nsitharamanoffc Nirmala Sitharaman ji for introducing the ‘Pride of Hills’ component under SASCI 2026–27. The Rs 2,400 crore allocation for Manipur will greatly ease financial constraints and accelerate inclusive growth. Grateful for this continued support to the North East.”
Apart from Arunachal Pradesh, Himachal Pradesh has been allocated Rs 3,920 crore, Nagaland Rs 3,880 crore, Uttarakhand Rs 3,460 crore, and Tripura Rs 3,450 crore. Other allocations include Manipur (Rs 2,400 crore), Meghalaya (Rs 2,070 crore), Sikkim (Rs 820 crore), and Mizoram (Rs 100 crore).
Officials said the additional outlay will supplement existing allocations and accelerate development in remote and underserved hill regions. It addresses unique geographical and fiscal challenges, providing extra capital for infrastructure projects in the hill states.
