MCPCR takes cognizance

IMPHAL, Apr 11 : The Manipur Commission for Protection of Child Rights (MCPCR) have taken suo moto cognizance of the circulation of graphic images, videography and identifying details of two children who lost their lives in the tragic incident of April 7 at Tronglaobi and a minor internally displaced girl whose body was recovered from beneath Singjamei Bridge on April 6 by certain social media handlers and digital media platforms.
The Commission, in a statutory notice by its Chairperson Keisam Pradipkumar, directed all individuals concerned, social media users and media platforms to immediately remove such content and desist from further publication or circulation of any material that reveals the identity or depicts the victims in an undignified manner.
It stated that the publication and dissemination of such content in an undignified manner are in gross violation of child rights, dignity and privacy which are punishable under legal provisions.
"Such acts amount to secondary victimisation and are a serious breach of ethical and legal standard", the MCPCR cautioned and added that non compliance with the direction will invite appropriate legal actions.
It added that the Juvenile Justice (Care and Protection of Children) Act, 2015 includes provisions to safeguard the privacy and dignity of children in need of care and protection, while the Bharatiya Nagarik Suraksha Sanhita, 2023 contains provisions related to lawful investigations, media conduct, and the protection of victims' identities.
There also are other applicable laws governing privacy, decency and responsible media conduct, the MCPCR said.
