CLP leader takes pot shots at Govt

IMPHAL, Apr 1 : Congress Legislature Party (CLP) leader K Meghachandra has criticized the State Government for failing to release allocated funds for various departments for the financial year 2025-26, which ended yesterday (March 31).
Speaking to the media at his official residence at Babupara today, he alleged that the delay in releasing these funds would adversely impact the implementation of developmental programmes and schemes in the State.
The Congress leader asked why the Government had failed to release the allocated funds.
Apart from hindering developmental projects, this delay would prevent beneficiaries of various schemes such as internally displaced people (IDPs), job card holders, pensioners, widows, and senior citizens from receiving their benefits on time, he said
He also noted that the issue of non-release of student scholarships will worsen, as the funds allocated for the previous fiscal year had not been released on time.
Claiming that the failure to release the funds demonstrated the Government's indifference to the people’s needs, he criticized the administration for its neglect.
The Congress leader further asked whether the delay in the disbursement of funds for various departments was due to the Central Government's failure to release the money on time, or for other reasons.
He also expressed concern that a substantial amount of money sanctioned under the 15th Finance Commission for Manipur would lapse.
The term of the 15th Finance Commission expired on March 31, 2026, he noted.
Out of the Rs 1,043 crore earmarked under the Commission for Autonomous District Councils, Imphal Municipal Corporation, various Municipal Councils, Nagar Panchayats, and Panchayati Raj Institutions, over Rs 600 crore remains pending, he elaborated, adding that this money was meant to be received directly from the Centre without any charge.
Stating that Rs 600 crore is a significant amount for a State like Manipur, Meghachandra added that reclaiming the lapsed funds would require additional time and effort.
Accusing the BJP Government of not working with transparency and accountability, the Congress leader asserted that the delay in funds disbursement will increase the unemployment rate and aggravate the suffering of  internally displaced people. He also stated that the current BJP Government’s inability to expand its Cabinet  indicates there are issues within the administration.
It would be wrong to allow the Government to have only five Ministers for an extended period, he said, adding that the Cabinet should consist of 12 Ministers, including the Chief Minister. He appealed to the Government to uphold the values of democracy and the Constitution by expanding the Cabinet.
