If willing, killers can be arrested in no time : Ibobi

IMPHAL, Apr 7 : Former Chief Minister and MPCC president Okram Ibobi has asserted that the perpetrators of the Tronglaobi terror attack can be arrested in no time if the Government is determined.
Speaking to media persons at Congress Bhavan, BT Road here today, Ibobi said the Congress party strongly condemns the bestial and gruesome act of killing a five year old boy and his five months old sister and inflicting critical injuries to their mother by firing bombs at their house at Tronglaobi Awang Leikai in the early hours today.
Ibobi said that a team of MPCC including himself visited the injured mother at Raj Medicity today.
The former Chief Minister said that no one is sure who is in charge of the State’s law and order since the last 8/9 years.
As per the Constitution of India, law and order of a State is clearly a State subject. But no one is sure who was/is in charge of the State’s law and order during the former BJP Chief Minister and the incumbent one, Ibobi said.
Like during the previous BJP Chief Minister, it is not clear under the present Chief Minister too whether the law and order affairs are in the hands of the Security Advisor or the DGP, he said.
People are confused whether the State’s law and order is in the hands of the elected Government or someone is in-charge, the Congress leader said.
For the last 8/9 years, the Government of Manipur has been unable to govern the State by itself and control the law and order.
Law and order being a State subject, maintaining law and order, and protecting citizens and their property are responsibilities of the State Government, the former Chief Minister asserted.
The law and order situation under the President’s Rule and the incumbent elected Government is more or less the same, he remarked.
Likewise, there is no difference between the BJP Governments that existed before the President’s Rule and the one that has come after PR, he said.
Questioning how Prime Minister Narendra Modi and Union Home Minister Amit Shah see Manipur, Ibobi said that no Manipuris can now live in peace in their own State.
The Congress party is deeply disturbed on seeing how the Central Government has been binding the hands of the State Government in dealing with law and order matters for the last 7/8 years, Ibobi said.
Questioning why the two minor children had to face such a gruesome end, he asserted that both the Central Government and the State Government must not remain silent to the bestial crime.
All the perpetrators must be identified and booked.
The case must be handed over to a central agency, Ibobi said.
If the Government is determined to apprehend the anti-National and anti-social elements, it is no big task. With huge numbers of security forces deployed across the State, they can be apprehended within no time.
It is another matter if the Government or security forces have an intention to let them off, the former Chief Minister said. Violent confrontations and exchange of fire are being reported from some parts of Ukhrul district, and the Government is unable to control the situation.
If the Government of India is determined to control the violence raging on in Manipur, it is a very easy task. It is another matter if the security forces are giving free hands to the perpetrators.
If the Government of India is determined, all the armed persons/perpetrators can be apprehended like catching fishes from a pot, Ibobi asserted.
